Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.The Joint Effects Branch will coordinate and integrate disciplines that are integral to Joint Effects, employing a full spectrum approach to enable NATO to meet Strategic and Operational Targeting requirements.Following the declaration of SHAPE as a Warfighting HQ, Joint Fires is identified as a priority for SACEUR and the reinforcement with Joint Fires in defence is the Alliance’s quickest and most decisive way to defend and reverse force disadvantages. Additional qualified Joint Fires Workforce in JTE will enable NATO, if required, to successfully execute the Regional Plans with decisive and synchronised Joint Fires and is therefore critical for day zero readiness.Principal DutiesThe incumbent’s duties are:1. Implementation of the updated Joint Fires Roadmap in the ACO.2. Responsible for developing, establishing and maintaining Joint Fires doctrine and policy and to ensure that it is properly integrated with Joint Effects doctrine and policy.3. Provide Direction and Guidance on developing the Joint Fires capability in order to ensure that JFCs and SSCs are able to conduct the Joint Targeting Cycle.4. Develop, establish and maintain through establishment of measures of effect/performance Joint Fires training to enhance Joint Effects output in coordination with ACT and Chief Effects.5. Support NATO HQ and NATO partners in development of Joint Fires capability, in coordination with ACT.6. Develop and draft Joint Fires content within ANNEX II (Targeting Directive) in support of Strategic CONOPS planning and development.7. Support the Nations in order to establish Center of Excellence for Joint Targeting and Fires in NATO.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.Essential Qualificationsa. Professional/Experience1. Working Background on Joint Fires with at least 4 years of experience in HQ.2. Background on Joint Targeting and associated Doctrine.3. Experience in Joint Fires or Targeting in Joint Exercises.b. Education/TrainingUniversity Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post-related experience.c. LanguageEnglish – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualificationsa. Professional Experience1. Recent Joint Operational experience.2. Previous staff experience at strategic or operational command level in a Joint Fires Position.b. Education/Training1. Joint Air Operations School ITA – Joint Fires Course NATO Module or equivalent.2. NATO Collateral Damage Estimation (CDE) Course provided by NATO – School Oberammergau (NSO) or equivalent.3. NATO Joint Intermediate Target Development Course provided by NATO – School Oberammergau (NSO) or equivalent.4. NATO Battle Damage Assessment Course provided by NATO – School Oberammergau (NSO) or equivalent.5. NATO Joint Targeting Staff (NJTS) Course provided by NATO – School Oberammergau (NSO) or equivalent.Attributes/CompetenciesPersonal Attributes: The candidate must be able to have a broad vision of complex subjects and reach a balance between many different points of view. The candidate should have the capacity to adapt to fast changing situations and integrate new inputs being provided regularly by its leadership.Professional Contacts: The candidate will have to deal with a large community of Joint Fires and Targeting Experts in the ACO. Furthermore, regular discussions with NATO political structure will require diplomacy and extended professional network.Contribution To Objectives: This position may have in impact on the whole Alliance and especially on the ACO. Processes and solutions proposed may be implemented in doctrine and courses and become the reference if NATO gets involved in a conflict.REMARKS:Duration of contract: (Pending approval) The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
