P2: (Intermediate Product) Identification and analysis at the national level of needs for reporting under Article 6.4 of the Paris Agreement, through the development of meetings and at least 1 participatory workshop that will allow to collect, systematize and identify key aspects regarding the needs and current scenario in the country for the sustained formulation of the tool for Article 6.8 of the Paris Agreement, described in product two P3: (Final product) Tool for reporting within the framework of the “Rules, modalities and procedures of the mechanism established under Article 6, paragraph 4, of the Paris Agreement” in Ecuador: The specificity and clarity of this product will be the basis for the national Climate Change Authority to develop the necessary actions for the implementation of the provisions of Article 6.8 in the country.

Duties and Responsibilities

The Article 6.4 Mitigation Expert: will have direct responsibility for the development of Deliverable 2 “Tool, which may be a manual that includes a roadmap, for reporting within the framework of the “Rules, modalities and procedures of the mechanism established under Article 6, paragraph 4, of the Paris Agreement” in Ecuador. Article 6.4 of the Paris Agreement refers to the sustainable development mechanism that seeks to contribute to the reduction of greenhouse gas emissions and support for sustainable development. This mechanism allows countries to collaborate on climate change mitigation or adaptation projects, with a number of key objectives: 1. Contribute to the reduction of greenhouse gas emissions in a collaborative manner and with a focus on sustainable development. 2. To promote technology transfer, cooperation and the exchange of good practices between countries. 3. Supporting sustainable development and reducing vulnerability to climate change in developing countries. In summary, Article 6.4 of the Paris Agreement seeks to establish a mechanism that facilitates international collaboration and support for projects that contribute to the reduction of greenhouse gas emissions, while promoting sustainable development and climate resilience. The Article 6.4 Mitigation Expert will contribute to maintaining coherence between the results and tools developed for the other sections of Article 6 that are part of the process. • Maintain close communication with the leader of the process “Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in Ecuador on Article 6 of the Paris Agreement”. • Generate verifiable (minutes, emails, etc.), of meetings, events and other spaces that are generated for the development of the products. The Article 6.4 Mitigation Expert’s responsibilities to implement Article 6.4 in Ecuador include: • Review decisions since 3/CMA.3 of Article 6.4 of the UNFCCC and progress on this issue in other countries. • Develop benchmarking of progress at the regional level on reporting on the rules, modalities and procedures of Article 6.4 of the Paris Agreement in Ecuador. • Identify the gaps and needs on reporting with respect to the rules, modalities and procedures of Article 6.4 of the Paris Agreement in Ecuador. • Develop meetings and at least one Participatory Workshop for the identification at the national level of needs for reporting under Article 6.4 of the Paris Agreement. With relevant actors: from government institutions, international organizations, the private sector and civil society. • Develop a tool on reporting on the rules, modalities and procedures of Article 6.4 of the Paris Agreement in Ecuador.

Qualifications/special skills

Implementing Article 6.4 of the Paris Agreement in Ecuador would require the application of climate change experts with specialized and verifiable knowledge in the following aspects: a) Technical knowledge in climate change mitigation and adaptation: It is crucial that the expert has a solid understanding of greenhouse gas emission mitigation strategies and technologies, as well as climate change adaptation measures. This will enable them to identify and evaluate projects that meet the objectives of Article 6.4. b) Experience in sustainable development: The expert should be familiar with the principles and practices of sustainable development, including the integration of economic, social and environmental aspects into mitigation and adaptation projects. c) Knowledge of climate finance: It is essential that the expert has experience in accessing and managing international climate funds, as well as in the preparation of financing proposals for climate projects. d) Negotiation and coordination skills: Since Article 6.4 implies collaboration between diverse countries and actors, experts must have negotiation, coordination and teamwork skills to facilitate the implementation of projects effectively. e) Knowledge of the national and international regulatory framework: The expert must have a good understanding of national and international climate policy, as well as the commitments made by Ecuador within the framework of the Paris Agreement and other related treaties. a) Degree equivalent to a master’s degree, in climate change. b) Practical experience 3 years in related topics on reporting tools under the “Rules, modalities and procedures of the mechanism established under Article 6.4 of the Paris Agreement. c) Have been involved in the formulation and/or monitoring of instruments on reporting tools under the “Rules, modalities and procedures of the mechanism established under Article 6.4 of the Paris Agreement d) Have general knowledge of Ecuador’s national climate change policy. e) Experience in inter-institutional coordination desirable. f) Analytical capacity and power of synthesis. g) Report writing and attention to detail. h) Ability to effectively deliver services in complex areas, respecting political, social and environmental sensitivities. i) Fluency in Spanish and English (spoken and written). a) Analytical capacity and power of synthesis. b) Report writing and attention to detail. c) Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. d) Abilities to successfully conduct activities like workshops, seminars and others related. e) Management of MS Office, Internet, and electronic means of communication.

Languages

Spanish (spoken and written) is required. Knowledge of English desirable.

The process is called: “Formulation of key tools to contribute to the implementation of the Climate Transparency Framework in the country on Article 6 of the Agreement”, whose results are (and corresponds to the deliverables of the contract): 1. Tool, which can be a manual including a roadmap, for reporting under the “Guidance on cooperative approaches referred to in Article 6, paragraph 2, of the Paris Agreement in Ecuador”. 2. Tool, which can be a manual that includes a roadmap, for reporting under the “Rules, modalities and procedures of the mechanism established under Article 6, paragraph 4, of the Paris Agreement” in Ecuador. 3. Tool, which may be a manual including a roadmap, for reporting on the “Programme of Work on the Framework for Non-Market Approaches referred to in Article 6, paragraph 8, of the Paris Agreement” in Ecuador. 4. Communication material related to market and non-market approaches to industrial and energy carbon. Based on this, ICAT is expected to strengthen the country’s capacities to carry out the Biennial Transparency Reports (BTR), established in Article 13 of the Paris Agreement.
