Contract Duration: For roster purposesA roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).Organisational ContextThe President of the ICC, together with the two Vice Presidents, constitute the Presidency of the Court, which is responsible for the proper administration of the Court and other functions conferred upon it in accordance with the Statute. The President or Presidency as a whole, as may be appropriate, exercises managerial oversight and ensures coordination and cooperation between the three organs of the Court; supports the expeditious, fair and effective conduct of judicial proceedings; assigns judges to divisions and chambers, exercises functions related to the enforcement of the sentences of convicted persons as well as external functions to represent the Court, foster its global understanding, cooperation and support for its work and promote the universality of the institution.Duties and ResponsibilitiesUnder the general guidance of the Presidency Chef de Cabinet and the direct supervision of the Policy and Administration Adviser, and in close cooperation with other members of the Presidency staff, the incumbent will support the Presidency in its functions related to the proper administration of the Court in accordance with Article 38 of the Rome Statute. The incumbent will:Drafting and Reporting· Assist in developing and drafting the Judiciary’s budget proposal, analysing inputs therefor, and formulating resource allocations by relevant program, as required.· Draft and contribute to the drafting of various relevant written outputs on administration matters, e.g. correspondence, draft background papers, analytical notes, sections of reports and studies, and speaking notes.· Assist in the preparation for meetings of the Court’s oversight bodies, including the CBF, Audit Committee and Assembly of States Parties.· Review, advise on and provide feedback on reports related to the administration of the Judiciary and the Court, as necessary.· Assist the Policy and Administration Adviser in providing advice and support on Courtwide and other meetings and calls involving the Presidency, e.g. proposing agenda topics, preparing background documents and presentations, handling logistics, etc.· Maintain accurate internal databases on administration matters and provide regular qualitative and quantitative reports and updates on relevant information regarding budget, finance, procurement, personnel, policies and training related to the Judiciary.· Perform other duties as required.Focal Point· Assist the Policy and Administration Adviser in his or her communication with the Registry to ensure the adequate provision of services and support on budgetary, financial, procurement and human resources matters.· Undertake actions related to the administration of the Judiciary’s human resource activities, by assisting the Policy and Administration Adviser with recruitment, placement, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of the Court’s rules and procedures.· Provide information to the Policy and Administration Adviser regarding staff and judges’ conditions of service, duties and responsibilities, and privileges and entitlements under the relevant rules, regulations and resolutions.ERP Functions· Operate relevant databases and ERP systems (e.g. SAP) to administer the funding of travel, training and hospitality and reallocate resources as necessary.· Monitor the budget/work programme with respect to the Judiciary’s budget and funds.· Process, in the Court’s relevant ERP Systems, requests from Judiciary for procurement actions, for example as regards consultants, hospitality, training, travel and other activities, and follows up to ensure smooth completion thereof.· Support the implementation and maintenance of procedures and ERP systems necessary for implementing and monitoring the budget. Follow-up pending entitlements, payments, and trips.· Perform any other tasks as assigned by the supervisor.Essential QualificationsEducation:· An advanced university degree in business or public administration, economics, social sciences or other relevant fields is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.Experience:· A minimum of two years (four years with a first-level university degree) of progressively responsible relevant professional experience, including management or administration of an office at national or international level, is required.· Knowledge of ERP systems (e.g. SAP) and use of databases is required.Knowledge, skills, and abilities:· Demonstrated conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating views and drawing conclusions and recommendations.· Ability to work autonomously, to establish priorities and to plan, organise and deliver own work plan.· Commitment to continuous learning, and a willingness to keep abreast of new developments and best practice in administration.· Strong team working and interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.· Ability to communicate clearly, concisely and effectively both in writing and orally.· Sound judgment, integrity, tact and discretion in dealing with others.· Fully proficient IT skills (MS Word, Excel, Visio, Outlook and SharePoint in particular).Knowledge of languages:· Fluency in either of the working languages of the Court, English or French is essential. Realising objectivesLearn more about ICC and .Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 – ) to implement a tenure policy at the Court as of 1 January 2025.– The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy.
