OBJECTIVES OF THE PROGRAMMEThe World Health Organization’s Academy (‘The Academy’) is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy Campus will offer a wide range of learning modalities (on-line, face-to-face and blended); digital, in-person learning via the hub in Lyon or through the campus network, as well as portable learning laboratories designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General.The overall goal of the Academy is to advance the learning and human development component of WHO’s General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will: enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.The WHO Academy will deliver advanced digital and in-person learning to health policy practitioners, health workers and WHO workforce. The Academy campus will be officially launched in Autumn 2024 as a global initiative combining the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalized and multilingual learning that meets priority needs.DESCRIPTION OF DUTIESWithin the delegated authority, the incumbent is assigned all or part of the following responsibilities:The incumbent reports directly to the Management Officer.The position contributes to both financial and administrative operation as for budgetary and financial transactions in the implementation of Programmes.This includes provision of goods and services, general administration, operational planning, monitoring and reporting on a timely basis.The position also assists in the daily and routine campus operations.WHO Academy focal point for budget and finance matters:-Primary focal point between central Budget Planning and Finance functions under the Business Operations division (BOS) bridging the gap with the technical departments under the stewardship of the Management Officer.-Assisting the Management Officer with preparation of Budget space allocations and Flexible Fund distributions based on previous budget allocations and rates of historical implementation.-Responsible for reviewing and flagging deadlines and or escalating urgent issues to the attention of the Management Officer.-Assists in providing Budgetary and Financial guidance and advice to colleagues at all levels within the Academy ensuring consistent, correct and appropriate application within the Internal Control and Regulatory Framework.Monitoring compliance, reporting and analysis:-Assisting the Management Officer and the WHO Academy teams with monitoring of Programme Implementation within the Division by consolidating data and providing analysis from the ERP system.-Participate in regular and periodic checking of Programme Funding Gaps within departments in the Academy and assist in providing input for the use of available resources to meet current staffing and activity plans.-Assist with verifying accuracy, consistency and integrity of financial data and information for donor and other reporting purposes including but not limited to budget cost estimates in proposed agreements and proposals.-Reviewing financial and budgetary transactions for compliance and within delegated authority of the position holder.-Keeping delegations of authority up to date.-Reviewing budget and cost variances and reconciling differences within budget ceiling allocations, planned costs and funding gaps.Operational planning and Workplans:-Supports workplan activities for the Academy, monitoring implementation on a routine basis.-Assists the technical departments within the Academy with workplan creation, revisions and maintenance undertaking the approval processes ensuring their operationalization based on PRP guidance.-Assist with the HR planning, creation and management of positions in the HR Plans and adjustment of post cost averages and other position parameters as the case warrants within the division.-Performs all other related duties as assigned.REQUIRED QUALIFICATIONSEducationEssential: Completion of secondary school
Desirable: Accounting or programme management or business courses.ExperienceEssential: A minimum of 8 years of practical experience relevant to the position, with increasing levels of responsibility.Experience using ERP systems.Desirable: Working experience in the UN or International Organization context.Skills-Demonstrated skills and knowledge in budget, finance and procurement with the ability to produce and analyze data and recommend appropriate actions.-Mature judgment and ability to detect shortcomings and anomalies and recommend remedial actions in line with WHO financial rules and regulations.-Very good knowledge and skills in the use of modern integrated ERP systems.-Ability to work under pressure with tight deadlines.
