Deadline Date: Monday 10 March 2025Requirement: Business Intelligence Software Development EngineerLocation: Braine-l’Alleud, BEFull Time On-Site: NoTime On-Site: 25%Required Start Date: 20-APR-2025Contract End Date: 31-DEC-2025Required Security Clearance: NATO SECRETSpecific Working Conditions:Working EnvironmentContractors are expected to conduct work mainly remotely, with occasional requirement to work on site at the NCI Agency Belgium location (Braine-l’Alleud) for a couple of days per month (maximum 1 week per month), in coordination with the EBA System Management Team and to be able to leverage the expertise available from Key Users.Travel requirementsOccasional requirement to work on site at the NCI Agency Belgium location (Braine-l’Alleud, Brussels or The Hague) for a couple of days per month (maximum 1 week per month). Travel expenses should be included in the rate.Purchaser-furnished property and servicesContractor will receive REACH laptop and services. The Contractor must plan to pick-up the laptop in person at Braine l’Alleud or The Hague.Daily Direction and EvaluationThe BI Service Delivery Manager (or delegate) will be providing daily direction. Timesheets, signed by the BI Service Delivery Manager (or delegate) shall be submitted by the Contractor with the invoice. The BI Service Delivery Manager shall evaluate the performance of the Contractor.Hours of OperationNormal working hours for the place of employment are as follows:Monday to Thursday 8.30 – 17.30 and Friday 8.30 – 15.30 – contractors having a 38 hours workweek.Duties & Role:Under the general direction of the BI Service Delivery Manager and Technical Lead, the incumbent will perform duties such as the following functions:Power BI Integration:

• Proficiently manage Power BI Report Server and Power BI Desktop proficient, including setup, configuration and optimization;

• Write SQL and integrate various data sources (including Oracle) in Power BI;

• Develop and publish interactive dashboards and reports in Power BI;

• Create and maintain data models in Power BI;

• Utilize DAX (Data Analysis Expressions) for advanced data analysis and calculations;

• Ensure data accuracy, consistency, and security within the Power BI environment;

• Troubleshoot activities and resolve issues related to Power BI Report Server and Power BI Desktop.

Oracle Expertise:

• Identify data objects from OBIA data warehouses and data marts;

• Perform data extraction, transformation, and loading (ETL) processes;

• Troubleshoot and resolve OBIA-related issues;

• Integrate data from multiple sources, including flat files, APIs, and other databases, into Oracle Data Base;

• Write SQL and optimize database queries, ODI mappings, and ETL processes for performance and scalability (including OBIA);

• Stay current with the latest OBIA best practices and technologies.

Consulting & Project Management:

• Conduct data analysis and requirements gathering sessions with clients;

• Provide expert consultation on data warehousing, business intelligence, and data visualization best practices;

• Communicate effectively with clients and stakeholders;

• Manage project timelines, budgets, and deliverables.

Requirements1 Essential Requirements

• 7 – 10 years of Software implementation experience and in configuring and integration of business applications.
• Data Modelling and Design. Proficient in designing normalized and denormalized data models, star/snowflake schemas;
• In depth knowledge and extensive experience with Power BI, including data modelling, DAX, and dashboard design;
• Oracle Data Integrator (ODI) Proficiency. Strong hands-on experience with Oracle Data Integrator for designing and implementing ETL processes;
• Strong analytical and problem-solving skills with the ability to analyse complex data sets;
• Excellent communication and interpersonal skills, with the ability to explain technical concepts to both technical and non-technical audiences.
• Strong project management and organizational skills.
• Ability to work independently and as part of a team.

3 Desirable Requirements

• Proven experience as a BI Consultant, a strong understanding of Power BI and DWH architecture, components, functionalities and Oracle and Microsoft Data base security.
• Prior experience of working in Agile development methodologies.
• Experience with ODAC.
