OVERVIEW OF THE FUNCTIONS OF THE POST

Background

The UNESCO Cultural Policies and Development Entity provides technical support to Member States in the design, adaptation and implementation of their cultural policies. This work builds on the Organization’s normative instruments and programmes in the field of culture and beyond, as well as advocates for the transformative role of culture in the broader realm of public policy. It thus contributes to strengthening, assessing and measuring the cross-cutting and multidimensional contribution of culture to the 2030 Agenda for Sustainable Development. In alignment with UNESCO’s approved C/4 and C/5, this includes an intersectoral engagement across UNESCO’s work in culture and education towards more integrated policy response to addressing current opportunities and challenges.

Following the adoption of the UNESCO Framework for Culture and Arts Education by Member States at the World Conference on Culture and Arts Education in Abu Dhabi in February 2024, UNESCO will develop an implementation strategy, encompassing the development of operational guidelines for the Framework to serve as policy guidance. This work will encompass actions at global, regional, sub-regional and national levels in consultation with Member States and in line with the strategic objectives of the Framework.

Long Description

Work assignment

Under the authority of the Director of Cultural Policies and Development and the supervision of the Programme Coordinator, the incumbent is responsible for providing programmatic advice and support to the implementation of the UNESCO Framework for Culture and Arts Education, including by engaging with UNESCO’s Member States, Programme Sectors, Field Offices and external partners.

The objective of the consultancy is to contribute to the development of the implementation strategy of the UNESCO Framework for Culture and Arts Education and its related activities. More specifically, the incumbent shall support:

Long Description

  • Policy adaptation and revision
  • Coordinate related consultation processes with Member States, intergovernmental bodies and other stakeholders towards the formulation of the implementation guidelines of the Framework;Provide policy advice to Member States, as requested, in the development of national policies, strategies and programmes to strengthen capacities and institutions for the promotion of culture and arts education, based on the assessment of national context, capacities and priorities;
  • Identify and analyse emerging thematic issues, propose policy directives and plans of action for immediate and long-term activities;
  • Provide coordination, substantive and decision-making support to related intersectoral cooperation and inputs.​​​​​​​​​​​​​​

Regional and sub-regional engagement

  • Provide high-level guidance and support to the Regional offices in the leadership of regional dialogues and related activities, including in the preparation of the sub-regional reports stemmed from the dialogues;
  • Coordinate regional inputs to inform UNESCO’s strategic planning of the implementation guidelines of the Framework, and to pilot related activities at regional level;
  • Expand new and existing networks to facilitate programme buy-in and cooperation with cultural and educational institutions, as well as other partners and stakeholders.

Long Description

Knowledge sharing and management

  • Manage, coordinate and supervise research and data collection on various issues related to culture and education, including with regard to ongoing efforts by the Member States on research, analysis and data collection on the synergies between culture and education;
  • Contribute to implementing capacity-building activities, expert exchanges, knowledge sharing initiatives, including to promote the mobility of artists and other cultural professionals and practitioners;
  • Advise on knowledge management and communication strategies to enhance UNESCO´s strategic engagement and impact;

Deliverables and timeline

The contractor is responsible for the submission of the following deliverables, by validation of UNESCO, within the timeframe indicated below:

  • Outreach and advocacy strategy, and engagement strategy addressed to a diversity of stakeholders highlighting the relevance of the Framework and the much-needed synergies between culture and education for sustainable and inclusive development, including a DG’s message on the occasion of the International Arts Education Week, by 31 May 2024;
  • Background document and model agenda to support the Regional Dialogues for the Implementation of the Framework for Culture and Arts Education in response to request of the UNESCO Regional Offices, by 31 June 2024.
  • Meeting notes and analytical reports of two Regional Dialogues, by 31 July 2024.
  • Communication materials for the Implementation of the Framework for Culture and Arts Education, by 30 August 2024.
  • Reflection note on emerging and evolving thematic issues pertaining to culture and arts education, by 27 September 2024;
  • Two concept notes for prospective activities at to support implementation of the Framework, by 28 October 2024;
  • Meeting notes and analytical reports of two additional Regional Dialogues, by 30 November 2024;
  • Matrix of mapping of key stakeholders in culture and arts education by region, by 31 December 2024.

REQUIRED QUALIFICATIONS

Education:

  • Advanced university degree (Master’s degree or equivalent) in international development, sustainable development, public policies and/or disciplines in the field of culture or education

​​​​​​​​​​​​​​Work Experience

  • A minimum of four (4) years of professional experience acquired at the international level
  • A minimum of four (4) years of professional experience on programmes in the field of culture and/or education
  • Expertise in research and data collection
  • Experience in working in cross functional teams

Skills and Competencies

  • Good knowledge of the United Nations 2030 Agenda for Sustainable Development
  • Good knowledge and proven expertise on issues related to cultural and/or educational policies at both international and national levels
  • Strong ability to collect, synthesize and analyse information from various sources and formulate research documents
  • Excellent communication skills, both oral and written
  • Good ability to interact efficiently with a wide range of partners and stakeholders within and outside the Organization
  • High attention to detail and ability to work within tight deadlines
  • Ability to work both independently and in a multi-cultural and multi-lingual environment

Languages

  • Excellent knowledge of both English and French (speaking, reading and writing)

DESIRABLE QUALIFICATIONS

  1. Work experience
  • Professional experience in the United Nations system
  • Proven experience in drafting research documents and reports in the United Nations context
  • Expert knowledge of UNESCO Culture and/or Education Programmes, across their various dimensions and areas of work
  • Experience and proven expertise in research and/or the implementation of strategies, policies and initiatives aimed at supporting the synergies between culture, arts and education
  1. Languages
  • Knowledge of another UN official language will be an asset.
