The Trade and Agriculture Directorate (TAD), in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice in support of governments’ efforts to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits. 

The Export Credits and Competition Division (TAD/XCC) serves members by preserving and expanding the export credit brand, and emphasising the objective of fair competition where governments provide support to industry through industrial subsidies and officially supported export credits. On industrial subsidies, the division serves members by developing tools and methods for identifying, measuring, and quantifying the use of industrial subsidies by governments, as well as analysing and providing policy advice in relation to the trade implications of subsidies.

Job Description

TAD/XCC is looking for a data co-ordinator to help maintain and expand the OECD MAGIC database. The OECD MAGIC database is a confidential firm-level database quantifying the subsidies received by the largest manufacturing firms globally. The selected person will report to the Head of the Export Credits and Competition Division (XCC).

Main Responsibilities

Data Collection and Management

  • Assist the team in the collection and processing of firm-level financial information.
  • Verify and validate the accuracy, coherence, and consistency of the data and metadata, ensuring compliance with OECD standards.
  • Develop and improve automated tools and programmes using statistical software such as Stata, R, Python, and SQL to streamline data collection, processing, and analysis.

Documentation and analysis,

  • Maintain detailed documentation of data sources, processes, and methodologies to ensure transparency and reproducibility.
  • Keep abreast of the work of other international and national organisations on related topics.
  • Provide assistance to the team for accessing and analysing data on international trade and trade policies.
  • Contribute to the drafting of analytical reports, policy briefs, and publications.

IT Work and other technical support

  • Provide technical support for data-related projects and contribute to the overall IT infrastructure supporting the team’s analytical work.
  • Manage the registry of authorised users of the OECD MAGIC database and their access to the confidential data.
  • Offer solutions for visualising data to convey effectively policy messages tailored to different audiences.
  • Help maintain OECD webpages in relation to industrial subsidies and related topics, including by ensuring that published visuals and data are up to date.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree or equivalent, preferably in statistics, economics, mathematics, engineering or a scientific field and a good knowledge of statistical databases and information technology (including basic programming).

Professional Background

  • Experience in the production and use of statistics including documentation on sources, definitions, coverage, methodology, reliability, and comparability preferably gained in an international or national statistical office.
  • Proven ability to deal with confidential and sensitive information and a meticulous attitude to data collection and verification.
  • Experience in programming, and in coding solutions tailored to support specific tasks for non-advanced programmers.
  • Experience in statistical concepts.

Tools

  • Knowledge of Stata or R. SQL and other programming languages would also be an asset.
  • Excellent command of Microsoft Excel.
  • A good understanding of corporate accounting would be a strong advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • 2-year fixed term appointment, with the possibility of renewal.
