Through various programmes, we fund small, medium, and large companies, universities, and research organizations conducting international R&D projects for civilian purposes.The Brussels-based Eureka Secretariat plays a pivotal role in supporting the network’s strategic objectives, managing programme operations, maintaining IT platforms, storing data, and promoting Eureka to a wide range of stakeholders and beneficiaries.The Eureka Secretariat in Brussels is hiring a full-time Data Coordinator & Analyst to be a part of the Strategy and Business Development Team who are responsible for business development, strategic communications, data, and impact.Data Coordinator & AnalystThe Eureka Secretariat supports Eureka’s goals, manages Eureka programme operations, develops and maintains IT platforms, collects and stores performance data and promotes Eureka’s added value and impact to the outside world.Eureka is a data-driven network. We record, store, analyse and communicate information about tens of thousands of innovation projects worth billions of euros spanning from 48 countries and beyond.Our network of ministries and funding agencies rely on receiving timely and accurate information to identify and select innovation ideas worthy of support, to monitor approved projects and assess trends to find the next ‘big thing’.Understanding and demonstrating the value of our programmes is particularly important; regular impact reports at regional, national, and international level help us quantify the added value we generate for businesses and society.We also use our data internally for operational performance analysis and evidence-based decision making.The successful candidate will take a leading role in developing and implementing Eureka’s data strategy and drive a culture of data-informed decision-making. The successful candidate will oversee the coordination of data efforts across our programmes, ensuring alignment with organisational goals and priorities. This role will be central to ensuring data is collected, managed, and analysed effectively. The successful candidate will champion the effective use of data, empowering stakeholders through clear communication, insightful analysis, and accessible reporting. With exceptional writing skills for reports and briefings, and the ability to deliver persuasive oral presentations, they will play a key role in shaping our performance narrative. A strong emphasis on outcomes, impact, and benchmarking will be critical to guiding continuous improvement and delivering measurable results. The ideal candidate will be an experienced data professional with a keen interest in demonstrating Eureka’s impact. The selected candidate will be responsible for the collection of data and analysing and reporting on the performance and impact of the R&D funding programmes managed by Eureka.Duties and responsibilities

• Coordination of data collection, management, and analysis efforts across our programmes, ensuring data is collected, managed, and analysed effectively.
• Identify, analyse and interpret trends or patterns in complex data sets (both structured and unstructured data).
• Design new methodologies to analyse Eureka’s performance using both quantitative and qualitative methods.
• Develop and perform data-driven impact assessments, and other materials for advocacy) and campaign material based on robust data, evidence, and arguments.
• Coordinate data collection, cleaning, and standardisation processes in close collaboration with the different programme teams (Eurostars, Network Projects, Globalstars, Clusters).
• Maintain, clean and update content, run queries, export data, and perform analysis of the various data sets.
• Produce briefings and reports. Communicate these and provide data and analytical support to stakeholders using both analytical and business copy (written and oral).
• Provide support to Eureka staff, Eureka countries and other external stakeholders in the effective use of quantitative information, methodology design and analysis strategy for various projects, produce reports and advise how this information can inform future decisions (looking at economic trends, market behaviour etc.)
• Take part in briefings for the development of bespoke presentations or data requests from colleagues (internal and network).

Contribution to the overall company objectives

• As a data professional, your input on broader business operations in all areas will be welcomed. This may include data handling, archiving and access, data standardization and management systems to support the management of beneficiary (project participant), stakeholder and network member data.
• Interact with various departments to analyse existing processes and identify ways to improve efficiency and streamline of existing procedures.

Qualifications and skills

• Strong analytical skills and interest, an ability to quickly grasp technical issues and assess data and good knowledge of Excel or other modelling tools.
• Experience with data visualisation tools (Excel, Power Bi, Flowchart,…).
• Knowledge of key software and IT applications such as PowerBI, Python, R, or SQL — to perform data cleaning, transformation, and visualization.
• Project management experience, including strong interpersonal and team-working skills and an ability to deliver to tight deadlines.
• Knowledge of the EU’s ‘Horizon Europe’ funding programme, its policy objectives, and processes, would be considered a significant advantage.

Education and experience

• A level of higher education that corresponds to completed university studies attested by a diploma .
• A Master’s degree within a relevant field will be a significant advantage.
• Relevant professional experience of at least three years, preferably five years, with a strong emphasis on data analysis.
• Experience in developing, reporting, or performing impact assessments of funding programmes at regional, national, or European level and experience from R&D&I policy and facilitation would be a significant advantage.
