It includes the Secretariat serving the Regional Policy Development Committee (RDPC) and its three Working Parties on Urban Policy, Rural Policy and Territorial Indicators and the Expert Group on Multi-level Governance, the Committee on SMEs and Entrepreneurship (CSMEE), the Tourism Committee and its Working Party on Tourism Statistics, and the Local Economic and Employment Development (LEED) Directing Committee. Within the CFE, the Local Employment, Skills and Social Innovation Division (LESI) advises governments on policies and programmes on a range of issues for the LEED Committee.CFE is looking for a dynamic, innovative and motivated Data Scientist to join the Economics, Data and Statistics Division (EDS). Among other topics, s/he will support the Division’s work on place-based policies for regions, cities and rural areas, including the measurement of territorial indicators to support such policies. The chosen candidate will have a strong quantitative profile and contribute to different policy-oriented research projects of the Division. The work will include empirical analysis as well as analysis of policies and programmes at national, regional and local levels.The selected candidate will report to the Head of the Territorial Statistics and Analysis Unit.Job DescriptionMain ResponsibilitiesResearch, policy and econometric analysis and drafting

• Identify, compile, and analyse international evidence and data to inform policy analysis on Division topics in OECD member countries and beyond. This could include policy outcomes, strategies, and practices in the respective areas, as well as identification of best practices.
• Conduct quantitative analysis on applied economics issues using different sources of data, including territorial indicators, georeferenced data, big (geospatial) data, and micro data sets.
• Carry out desk research, organise and summarise complex material in a clear manner for specialist and non-specialist audiences, and develop briefing materials as needed.
• Draft high quality working papers, chapters in reviews or thematic reports. This includes concise technical papers and accessible briefs and reports designed for policymakers and the interested public.
• Draft other high-quality documents, including blogs, synthesis reports of expert discussions, seminar proceedings, and policy messages based on original empirical work and relevant published material.
• Ensure timeliness and a high level of analytical and editorial quality in the preparation and publication of OECD documents.

Project management

• Contribute to the successful planning and execution of case-study missions, meetings and workshops – online or in situ – for local, national and global stakeholders as needed.
• Contribute to drafting project proposals to support fundraising strategies.

Dissemination, liaison and outreach

• Contribute to the development of effective dissemination strategies of OECD work.
• Establish and maintain good working relationships with officials from member countries, international experts and academics.
• Collaborate effectively with other colleagues in the EDS Division and contribute, as required, to horizontal and multidisciplinary projects and other outputs of the CFE and the OECD.
• Keep abreast of new research, exploratory work and policies of relevance to CFE work, emanating from governments, other international organisations, non-governmental organisations, academia and the private sector.
• Participate in the organisation of other conferences, seminars and workshops organised or co-organised by the Division and CFE more widely.

QualificationsIdeal Candidate ProfileAcademic Background

• An advanced university degree (Master or equivalent qualification) in economics, statistics, data science, computer science or a related field such as social sciences, geography or public policy. A PhD in one of these areas would be an asset
• Certification or diploma in econometric and/or data science methods using spatial data sets.

Professional Background

• At least two years of professional experience as a Data Scientist in the fields of applied economic analysis acquired in a policy environment or academic/research institution. Experience with quantitative analysis, including statistical analysis methods and geographic information systems.
• Proven experience in research and analytical activities, ability to organise and summarise complex material clearly. Experience in geospatial analysis and regional/urban/rural policies would be an asset.
• Experience with and/or the use of open-source software and tools for workflow management including Gitlab is an asset.
• Proven ability to deliver several outputs within strict deadlines with a minimum level of supervision and the ability to work under pressure.

Tools

• Proficiency in the use of standard software applications (MS Office).
• Excellent programming skills (R, Python, Stata) and statistical software.
• Knowledge of workflow management tools (e.g. Gitlab) and geographic information system tools is an asset.
• Very good knowledge of data visualisation tools and ability to communicate complex results.

Contract Duration
