THE SCIENCE, TECHNOLOGY AND INNOVATION DIRECTORATE

The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation into economic and social value-added.

The Digital Connectivity, Economics and Society Division (DCES) of the STI is responsible for developing evidence, analysis and policy recommendations on critical topics for digital policymaking, including online safety, digital security, digital well-being, connectivity and infrastructure, critical technologies (e.g. semiconductors) and measuring digital transformation.

THE POSITION

STI/DCES is looking for an Economist/Statistician to support the DCES’ analytical work on: 1) measuring digital transformation and its impacts and 2) developing statistical standards and definitions related to digital transformation. The selected person will work under the supervision of a Senior Policy Analyst and under the direction of the Head of the Digital Connectivity, Economics and Society Division (DCES) Division in the STI.

Job Description

Main Responsibilities

Research, analysis and drafting

  • Play a key role in developing strategic orientations for the work programme of the OECD Working Party on Digital Economics, Measurement and Analysis (WPDEMA).
  • Manage a small team of junior staff.
  • Lead analytical work including through the use of innovative quantitative methods to measure and model various aspects of digital transformation on the economy and society.
  • Contribute to the further development of the WPDEMA’s data infrastructures, including the OECD Going Digital Toolkit and the OECD ICT Access and Usage databases.
  • Work proactively with colleagues across the OECD to ensure co-ordination on the measurement of digital transformation, in particular the implementation of the OECD Going Digital Measurement Roadmap.

Meetings, liaison and communication

  • Establish and maintain professional contacts within the OECD, with Delegations and outside individuals and organisations in the field of digital economics and policy.
  • Ensure smooth information flows between delegates to the DPC and its working parties and the Secretariat; STI/DCES and other STI divisions and OECD directorates.
  • Contribute to the external visibility of the OECD in the area of digital policy, for example by participating and presenting work at workshops, conferences, etc., and maintaining close contacts with the press and sector specific media.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics or statistics, or a related field.

Professional background

  • A minimum of five years’ experience in the development of high-quality statistics and indicators and quantitative analysis.
  • Proven experience in the digital economy field.
  • Experience in carrying out quantitative analysis and/or modelling, particularly with respect to digital transformation.
  • Knowledge of statistical survey design, experimental methods for collecting data and treatment of unconventional data sources.
  • Knowledge of and experience with data visualisation would be an asset.

Tools

  • Familiarity with database software; a working knowledge of the main ICT databases in use at the OECD and/or in other international or national agencies.
  • Advanced knowledge of at least one software used to perform quantitative analysis (e.g. Stata, R, GAMS, SAS).
  • A familiarity with Python would be an advantage.

Languages

  • This position requires fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Additional Information

Contract Duration

•       13-month fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

What the OECD offers

  • Monthly base salary starting from 7,738 EUR plus allowances, based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
