The Role:
Oxfam GB-Iraq Program is looking for a Consultant to design capacity strengthening action plan is designed to provide assistance to WVL partners in enhancing their Organizational Resilience & Sustainability aspects. Additionally, the action plan aims to offer support to partners in enhancing their existing policies and guidelines and to support in developing new policy to strengthen the organizational structures of WVL partner Women’s Rights Organizations (WROs), in view of their positions as actors of the gender equality movement and their contribution to sustaining services and advocacy efforts to end Sexual and Gender-based Violence (SGBV). The Organizational capacity strengthening action plan is built upon the results of an organizational self-assessment conducted during the project’s inception phase. The primary objectives of these capacity building efforts are as follows:
- Conduct a comprehensive review of existing internal structures and processes within the 2 partner organizations in ways that promote inclusion and participation of rights holders and communities and that center women’s needs and voices
- Collaboratively design and deliver tailored coaching sessions on collaborative management, gender-just Human Resources policies, organizational culture enhancement, and strategic planning.
- Facilitate coaching sessions centered around self-care, collective care, and fostering a positive working environment.
- Promote strategies that enhance inclusivity, intersectionality, and social engagement within the WROs.
- Provide support for organizational resilience, strategic planning, resources mobilization, and environmental best practices.
Scope and Methodology
The capacity strengthening plan that will be implemented under this assignment will encompass levels of assessment, coaching and strategic recommendations for further development. The consultant’s responsibilities the following activities:
- Gender Justice Structures & Processes and ‘Living Our Values’ – Gender-Just HR Policies and Practices:
- Conduct a thorough desk review of the existing internal policies and management structure of each of the 2 WRO partners.
- Support WROs to develop or enhances gender-just Human Ressources policies and practices.
- Provide 1-on-1 coaching sessions to key stakeholders within each WRO to enhance awareness on social inclusion and participation
- Assist project partners (WROs) in adopting new internal policies, procedures, and mechanisms promoting an organizational culture that centers women’s needs including collective care.
- Provide tailored coaching to project partners (WRO) leaders and staff to identify organizational goals and develop action plans in alignment with strategic planning.
- Collaborative Management, Decision-Making, and Resources Mobilization:
- Co-design and conduct face-to-face coaching sessions focused on Organizational Development and collaborative management.
- Provide guidance on fostering collaborative decision-making strategies that nurture inclusivity and teamwork.
- Provide practical tools and techniques for effective communication, decision-making, and resource mobilization within the organizations.
- Provide technical support to develop fundraising strategies for the WROs partners.
- Organizational Resilience & Sustainability and Environmental Best Practices:
- Support WROs partners strategic planning process through tailored coaching sessions, ensuring alignment with organizational goals.

We’re looking for a Consultant who cares about Oxfam’s mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.
An ideal candidate for the role will also be / have:
- Overall experience: Strong knowledge and practice in providing strategic advice on organisational development to civil society organisations.
- Specific experience: Strong knowledge and practice in cooperating with feminist, Women’s Rights Organisations, Women-Led Organisations, understanding the needs and key issues of feminist movement building; Strong understanding of gender dimensions in organisational development, e.g., through experience in gender mainstreaming not only in projects but in structure, gender audits, WRO strategic and leadership support, …
- Practical experience with tools and methodologies for civil society development and capacity building developing organizational strategies, policies and guidelines.
- Practical experience of project/programme cycle management.
- Overall familiarity with interventions aiming to end SGBV, preferably in Iraq, and with technical standards and organisational requirements for actors in SGBV protection programming and advocacy; in particular, understanding of issues of safety, confidentiality, and ethical requirements in the work around SGBV.
- Fluency in English and Arabic.
- Ability to travel to Federal Iraq.
- Familiar with Oxfam’s mission; adherence to the organizational code of conduct and safe programming principles.
How to apply:
Interested consultants (individuals or consultancy company), with relevant experience and skills based on the ToR, can submit their Expression of Interest (EOI), including the following:
- Cover letter of no more than 1 page introducing the consultant and intention to deliver the assignment. The cover letter should also indicate the consultants’ availability for the proposed period.
- The technical proposal should provide details on:
- the proposed methodology responding to the ToR and the deliverables.
- the evidence of capacity in line with the experience and expertise required for the assignment as described above, including references to experience with similar assignments and/or samples of previous, similar assignments completed;
- the CV of the individual(s) to be directly involved in the assignment, including their specific roles; and three professional referees.
A technical proposal should not be longer than 7 pages, excluding annexes.
- The financial proposal: includes a one-page budget of the offer, with detailed breakdown of all major anticipated costs: per cost category (e.g. daily fees, equipment, …); and per task/deliverable. An accompanying work plan must be submitted too.
- Statement on the willingness to follow Oxfam’s Code of Conduct and guidance regarding safe programming.
Any incomplete offer, i.e. not including one or more of the above items will be considered ineligible and not evaluated.
Individual applications for work in the form of a CV (with or without a cover letter) will be considered ineligible and not evaluated.
