The Agency aims to foster the contribution of the energy sector economic development and environmental sustainability.Job DescriptionThe IEA is recruiting an Energy Analyst(s) to join the Strategic Initiatives Office (SIO), which is an extension of the Office of the Executive Director. SIO leads and co-ordinates several key cross-cutting and strategic functions from national Energy Policy Reviews to the cross-Agency Clean Energy Transitions Programme, the IEA Sherpa function for key multilateral energy and climate fora (such as G7, G20, COP), and more. It is a friendly and fast-moving team that must be flexible and responsive to the needs of the Agency. It works with colleagues across the organisation, as well as a wide range of stakeholders in the international energy and climate communities.The successful candidate(s) will serve as the IEA Desk Officer for around eight countries, working alongside other desk officers and researchers. The role involves being a primary point of contact for the government and other stakeholders in those countries, helping to advance a range of IEA activities with them, preparing briefings and intelligence reports on those countries, and leading the preparation and delivery of all aspects of their Energy Policy Review (typically conducting/completing two or three such reviews each year). IEA Energy Policy Reviews are an essential tool for providing insight and advice to governments on how to best achieve their energy and climate goals. Each Review reflects a detailed, complex project spanning several months from inception to final delivery. The role requires strong energy and climate policy knowledge, excellent organisational and project management skills coupled with a proactive attitude, exceptional English drafting skills, and the ability to engage effectively with a wide range of senior stakeholders, including government ministers.In addition, the nature of SIO’s work means that all team members must be ready and willing to be deployed on IEA priority projects. It therefore demands personal flexibility and professional adaptability, coupled with excellent time management and team spirit. • Undertake quantitative and qualitative analysis of energy trends and policies at the global, regional and country level.
• Carry out analytical work on assessing the status, costs, prospects and potential of energy solutions and policies across all aspects of the energy sector, including end-use sectors.
• Work with policy makers to collaboratively develop analysis, strategies and policies to support goals in the field of energy.
• Co-author and contribute to relevant IEA outputs, including reports, web content, training material, presentations, briefing documents, etc.
• Work with colleagues/stakeholders to keep innovating in the way the IEA develops and delivers its insights to the global energy community, ensuring that it maximises value and impact.

Liaison and Outreach

• Build and maintain close stakeholder relations with members of national delegations/governments, the energy industry, and other relevant experts in energy policy, markets, and technology.
• Collaborate with colleagues across the IEA to support best practice energy policy making around the world.
• Promote the work of the IEA externally to a wide range of audiences through organising and participating in workshops/conferences, making presentations, high-level meetings, etc.
• Support preparations for meetings of IEA standing committees, working parties, and other groups as required.

Project Management

• Lead the design and delivery of multiple parallel analytical projects, working with colleagues within the IEA and energy experts from around the world to deliver high-quality, high-impact results to challenging deadlines.
• Take on ad hoc projects to advance the IEA’s mission and mandates.

QualificationsIdeal Candidate ProfileAcademic Background

• An advanced university degree in a relevant discipline, such as energy and public policy, economics, political science, international relations, engineering, or other relevant disciplines.

Professional Background

• A minimum of five years’ relevant experience in the field of energy and climate, including a good understanding of public policy making. Experience in government energy policy development would be an asset.
• Strong understanding of the energy sector and of energy policy, technology, and markets.
• Strong drafting skills, as demonstrated by past work (publications, reports, quantitative analysis, operative models and/or published papers).
• Demonstrated ability to digest, interpret, and evaluate energy policy information. Leverage it into usable variables that can be used to compare across geographies, identify best practice, and apply it in new settings.
• Excellent written and verbal communication skills, as demonstrated across a range of settings, including to high-level and large audiences.
• Demonstrated capability to plan and manage projects; and prepare reports on technical issues suitable for a more general policy audience.

Additional InformationClosing Date

Contract Duration

• This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate. (For pooled recruitments).
• Two-year fixed term appointment, with the possibility of renewal.

Depending on level of experience, monthly salary starts from 7,738.74 EUR plus allowances based on eligibility, exempt of French income tax.
