The NATO Defense College (NDC) provides senior-level education, on transatlantic security issues, enabled by research on matters relevant to the Alliance, and supported by engagement with several stakeholders.The Curriculum Planning Branch (CPB) develops the course curriculum and reading material, manages lecturers and their presentations, as well as plans and conducts study periods. The special nature of the tasks requires an expert with an academic planning background, which is only existent in civilian settings.The Faculty Advisor/Researcher assumes responsibilities primarily for the NATO Regional Cooperation Course (NRCC) and the Generals Flag Officers & Ambassadors’ Course Partners (GFOAC-P), as well supports the Research Division (RD).The Incumbent receives guidance from Head Partner Courses Branch when assigned to a NRCC-related activities and from Director Research for all research-related activities.Principal DutiesThe Incumbent supports the academic activities of Academic Plans, Policy and Engagements Division (APPED) Courses by devising and implementing academic modules and study periods. S/he also supports the academic activities of the GFOAC-P (i.e. GFOAC Partner Course) by devising and chairing the different panels and conferences.As a Faculty Advisor, the Incumbent develops and maintains expertise in security issues relevant to NATO including a special focus on partnerships including MD/ICI areas of interest. In this expert function, s/he designs, prepares and executes Study Periods and/or Short Courses and related activities, which include the following tasks:· Preparing syllabi, instructional guides and other course materials, including readings, scenarios, e-learning content, lecturers’ biographies and consolidation techniques.· Acting as a moderator during post-lecture discussion periods.· Arranging for/hosting lecturers and producing post-lecture evaluations and a study period review.· Instructing/briefing other faculty members.· Developing, planning and implementing new short courses or academic activities as directed.· Preparing and presenting lectures and briefings on topics included in the syllabus or other topics as required.· Accompanying the NRCC and other Courses attendees on Field Studies, when possible.· Providing guidance and advice to Course Members on academic and other matters.· Assisting in the Assessment of Course Members.· Manage as Editor and Coordinator Editor the Partnership Real-Time Information, Management and Exchange System (e-PRIME).As a Researcher, the Incumbent conducts general research and other research-related activities related to partnerships including MD/ICI security issues and s/he supports NATO/NDC engagement efforts in this domain, which include the following tasks:· Developing a Research agenda on issues that relate to MENA (MD/ICI) region and NATO’s policy vis-à-vis these regions.· Publishing on issues in relation to the Research agenda.· Assisting in planning, supervising and conducting College-sponsored activities, including symposia, workshops, and meetings, conferences, and seminars.· Participating in international academic and policy debates on the Research agenda through speaking roles in outside events and non-NDC publications.· Contributing to the Research Division’s publication and editorial processes.· Contributing to NDC educational programs by delivering briefings and lectures in his/her domain of expertise.· Contributing to the Research Division’s development and engagement activities.· Supporting NATO/NDC engagement efforts by conducting academic education and research visits to the region.· Providing Support to the Senior Course, in particular through Mentoring Senior Course work (Study Project, individual papers).Essential Qualificationsa. Professional/Experience: Formal study in the field of political science and/or history, international, security or defence related affairs; strong knowledge gained by education/ experience in Middle Eastern and North African cultures and societies; acute knowledge of socio/political dynamics in the region and individual countries; knowledge of Islamic religious customs, diversity and relations among various religious denominations. Have strong research record and experience.b. Education/Training: PhD in International Relations/Political Science, or related discipline or extensive equivalent practical experience. Standard Automated Data Processing (ADP) – good working knowledge of Microsoft Office Application Suite and Internet use.c. Language Requirements:English or French SLP 4444 – STANAG 6001Other official NATO language SLP 3333 – STANAG 6001Desirable Qualificationsa. Professional/Experience.Experience in Universities / Think Tanks or Policy Planning staff.Previous academic research related to Middle East, Mediterranean and Gulf Security.b. Language Requirements.Arabic SLP 2222 – STANAG 6001.Farsi SLP 2222 – STANAG 6001.Russian SLP 2222 – STANAG 6001Attributes/CompetenciesPersonal Attributes: The incumbent must be capable of taking a firm view of all matters regarding research and conferencing, must be able to work without supervision and under limited guidance, and to express themselves concisely and convincingly in written and oral presentations. Furthermore, s/he must be available to work long hours and to travel, including short duration deployments away from NATO Defense College.Managerial Responsibilities: The managerial responsibilities include directing individual research projects as well as preparing and conducting conferences and seminars.Professional Contacts: The incumbent must have very good relations to NATO authorities and to different international research institutes as well as to individual researchers and officials. S/he should permanently know the progress and the current status of research (papers/articles/lectures) in the various fields of NATO-related issues.Contribution to the objectives: The activities in the fields of conferencing and research are a main part of the engagement programme of the NATO Defense College; they are a crucial part of NDC’s efforts to transform itself, particularly in terms of breadth and scope of the services it provides.The time allocated to curriculum support accounts for 51 percent of the Faculty Advisor/ Researcher time over the duration of his/her contract, versus 49 percent for the time dedicated to researchSecurity ClearanceThe successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.ContractThe successful candidate will be offered a two-year definite duration contract which may be followed by a further three-year contract.
