When you join the NCI Agency, you will be part of an organization where you can contribute authentically to the mission and purpose of NATO and help us keep our technological edge.About the job:NCI Agency Financial Controller (FC) is responsible to the General Manager and the Agency Supervisory Board for all aspects of the financial management and related governance for the Agency covering customer funding for services and the associated customer rates and financial plan preparation, internal budgetary and fiscal activities, and the promulgation of financial policy and provision of financial advice. The Agency’s annual business volume is in excess of 900M Euro.This is a new opportunity to join our Finance team as an Accounting Specialist. Under the Section Head’s guidance, this post will manage daily Accounts Payable operations, ensuring accurate and timely financial transactions in the ERP tool (Oracle E-Business Suite) by adhering to NATO Financial Regulations, Financial Rules, Agency Directives, and contractual conditions, while maintaining transaction integrity and supporting reconciliation analyses and reporting. The role will have also have responsibility for:· Financial Reporting – Prepare financial reports and analyses at the sub-ledger level, including VAT and management reconciliation reports. Collaborate with departments to gather necessary information for comprehensive reporting.· Compliance and Controls – Maintain and enforce internal controls to safeguard financial liabilities and ensure compliance with IPSAS and NATO Accounting Framework. Monitor compliance with financial regulations and internal policies, propose corrections to the Section Head, and report potential fraud cases.· Close Processes – Coordinate month-end and year-end close activities at the sub-ledger level, ensuring timely recording and reconciliation of financial transactions. Prepare and review adjustments for the Section Head’s approval.· Process Improvement – Identify and implement process improvements for efficiency and accuracy in accounting. Lead functional testing in User Acceptance Testing (UAT) and monitor sub-ledger Change Requests and Tickets monthly.· Team Support – Provide guidance and support to team members, resolve issues, and ensure effective workflow. Assist in training and mentoring staff to build a knowledgeable and efficient accounting team.For the full and detailed list of duties, please reviewAbout you:You possess the ability to lead, inspire, and effectively engage a diverse and multidisciplinary team with tact, sound judgment, and adaptability. Additionally, your strong political awareness, motivational skills, and attentive listening contribute to your capabilities which include:· Higher vocational training in a relevant discipline with 4 years post-related experience.
