Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by functioning as a highly skilled technical consultant on Genetic Disease Screening Program (GDSP) hemoglobinopathies programs, including sickle cell disease, sickle cell trait, and thalassemia. The Health Program Specialist (HPS) II oversees health education, community outreach, and stakeholder engagement, and serves as the administrative lead and liaison for contracted direct service programs, including the Newborn Screening (NBS) Section Hemoglobin Trait Follow-up Program, and the Sickle Cell Counselor Training and Certification Program (SCCTCP).

The NBS Hemoglobin Trait (HB) Follow-up Program provides culturally sensitive education and voluntary hemoglobin parent testing for parents of newborns found to have a hemoglobin trait. When requested, contractor provides trait education to college athletes and others who request information about trait status and the HPS II strategizes to streamline that process. The HPS II is the administrative lead and liaison for the HB Trait Follow-up Program and approves the project’s scope of work (SOW), protocols, education materials, forms, letters, budgets, various invoices, progress reports, and use of the NBS Program online data Screening Information System (SIS). An important component of work on this project is to obtain feedback from communities affected by hemoglobinopathies to evaluate the efficacy of the current GDSP-supported programs and to propose and implement program changes based on that feedback.

Additionally, the HPS II oversees and approves the annual training plan and progress reports from the SCCTCP contractor staff. The incumbent develops and manages program evaluation activities and quality improvement projects for both the NBS Section HB Trait Follow-up Program and the SCCTCP. The HPS II serves as the primary liaison to various additional sickle cell disease-related stakeholders throughout the state such as sickle cell clinics and community groups working with people who have sickle cell disease. The incumbent works under the direction of the Health Program Manager II, Chief of the Newborn Screening Section.

  • Knowledge and experience in public health genetics screening programs. More specifically, knowledge of sickle cell disease screening and sickle cell community-based services.
