Job descriptionBand 8 Lead Risk & Resilience Analyst – Risk & Resilience TeamOverviewThis is an exciting opportunity to join the Performance, Assurance and Risk Group (PAR) in HM Prison and Probation Service (HMPPS). This is a chance to understand the key issues affecting prison, probation and youth custody services and to influence the response.PAR provides risk, audit and assurance services to HMPPS operations across England and Wales. Part of that is risk and resilience assessment, advice and guidance to the HMPPS Director-General/Chief Executive Officer, the HMPPS Director-General Operations and HMPPS Executive Directors.The Risk & Resilience Team is part of PAR’s Performance, Risk & External Scrutiny function. The team initiates and nurtures effective local and national risk management and resilience planning, a core part of HMPPS strategy and culture. The team provides local and national HMPPS leaders with high quality advice, guidance and challenge that supports effective decisions. The team synthesizes internal and external intelligence to assess organisational risk and resilience. This is a visible and influential role across HMPPS and with the MoJ.As Lead Risk & Resilience Analyst you will:· Gain a thorough understanding of the drivers inside and outside HMPPS that affect risks and resilience.· Advise and guide local and national HMPPS leaders in improving the maturity of organisational risk management and resilience planning.· Candidly and constructively challenge those local and national leaders about the effectiveness of risk and resilience arrangements.· Synthesize internal and external data and intelligence from HMPPS strategy and operations to identify and evaluate emerging risks and resilience threats.· Build and maintain effective risk and resilience stakeholder and subject matter expert relationships inside and outside HMPPS.· Become familiar with the wider internal and external operating context for HMPPS.The post is based at an HMPPS site agreed with the Head of Risk & Resilience and includes occasional travel to sites across England and Wales. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
