Job Purpose
To provide day to day operational and/or technical HR support and to implement operational plans to enhance the organisation’s performance through our people. You will be responsible in ensuring that all compensation, medical and government mandated benefits and other employee entitlements are timely delivered in an integrated, efficient and customer focused manner that is trackable, visible, auditable and measurable and is compliant with agreed performance levels.

Essentials
- Graduate of any related Bachelor’s Degree (Psychology, Human Resources, Business Administration, or any related field).
- Minimum of 5 years HR Experience with primary focus on employee and government benefits and payroll, at least 3 years in an officer capacity or level, preferably with an INGO background or experience.
- Proficient in Word, Excel, HR Information System, databases and email and quick learner of other Payroll System/softwares.
- Excellent organizational capacity with an ability to work within deadlines.
- An effective team member with experience of working in a small team and supporting a wider programme team.
- Effective verbal and written skills both in English and Tagalog.
- Strong sense of self awareness, flexible in approach, and willingness to learn.
- Strong customer/client service orientation.
- A strong commitment to gender and diversity.
Desirable
- With at least 3 years INGO work-related experience.
- A good level of numeracy.
- Good HR System skills, including Microsoft Excel
- A background in Human Resources with the desire to develop expertise in the rewards area and a good understanding of the links between reward and other aspects of Human Resources
- Significant HR Systems experience of working with large global HR Systems such as PeopleSoft HR, SAP and other Payroll systems, etc.
- Some understanding of employee reward policies and system.

KEY RESPONSIBILITIES:
Support the operational processes of Oxfam in the following areas of Human Resources and Administration
Medical Benefits (Primary Role)
- Verifies and processes staff medical claims in line with Oxfam procedures and coordinates with the administrator of the OGB self-administered health insurance program (MSH) and finance teams to ensure timely settlement of relevant claims and endorses all eligible claims for approval by the OPH HR Business Partner or the Sr. Manager for Partnership Support and Operations.
- Focal person with the administrator of the OGB self-administered health insurance program (MSH) to ensure timely medical assistance to staff.
- Provide advise and support to managers and staff around any medical benefits queries.
- Ensure timely and accurate medical benefits reporting as required.
- To monitor employee benefit benefits ensuring compliance with Oxfam medical plan and that the maxima are not exceeded.
Compensation, Payroll, Insurance, Benefits and Rewards (Primary Role)
- Lead and responsible for ensuring accurate and timely provision of all staff compensation, payroll, insurance, benefits and rewards.
- Focal person with third-party providers and government agencies on all matters related to compensation, payroll, insurance, benefits and rewards.
- Onboarding and induction support of new hires, e.g. pre-employment requirements (medical certification, BPI account), organizing the induction pack, scheduling induction, facilitating staff essentials (IDs, equipment, MSH health insurance enrolment, etc.).
Support role in the HR Cycle (Secondary Role)
- Support other HR colleagues, as needed, in the recruitment of Oxfam Pilipinas staff.
- Support other HR colleagues and management in ensuring that staff have a meaningful and contributory experience in the entire Oxfam HR cycle.
Support role in Consultants hiring (Secondary Role)
- Support other HR colleagues, as needed, in consultant recruitment and management.
Support role in Administrative matters (Secondary Role)
- As needed, provide over-all administrative support to the HR Business Partner and Admin Support Officer, e.g. coordination, follow-ups, errands, recording, monitoring and updating information, organizing and coordinating organizational events, team meetings, learning activities, and other office management task, and payment and finance-related support including payment requests, review of utility and supplier bills.
- Perform other relevant duties as may be agreed with the Line Manager.
Other
- Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights

- Contribute positively to other cross-functional teams as appointed
Contract Length: One (1) year fixed term extendible for another year
