The Centre for Tax Policy and Administration ( ) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 145 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. It also has a comprehensive outreach and capacity building programme supporting the development of tax systems in developing countries. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.The OECD Forum on Tax Administration (FTA, ) is a unique body, bringing together the leaders of tax administrations from over 50 advanced and emerging economies. The Forum enables member administrations to work together on projects and through a wide range of informal knowledge sharing and collaborative networks to enhance domestic and international tax administration, deepen cooperation between tax administrations, and share and develop knowledge on common challenges.The CTPA is looking for a Junior Policy Advisor to work in the Tax Administration and VAT Division (CTPA/TAV). S/he will primarily assist in taking forward the OECD’s work on the comparative analysis of tax administrations. The comparative analysis undertaken by the TAV Division is increasingly important for administrations as they look for ways to enhance the effectiveness and efficiency of their administrations in the light of the wider digitalisation of the economy. Such projects involve significant costs and having an understanding of what has been done successfully elsewhere can be of immense value. The job holder will assist on the production of the flagship OECD’s Tax Administration Series publications and the Inventory of Tax Technology Initiative, as well as work on other comparative analysis projects. The successful candidate will also take on responsibility for one or more of the FTA’s informal knowledge sharing and collaborative networks, helping them to get the most out of international collaboration. S/he will also support the wider work of the FTA, including liaising with other parts of CTPA and the OECD. The selected candidate will work under the supervision of the Senior Adviser of the Tax Administration unit.Job DescriptionMain ResponsibilitiesResearch, analysis and drafting

• Help draft sections of the OECD’s flagship Tax Administration Series (TAS) annual publication, including analysing survey data to identify trends as well as areas where there are significant differences between administration performance; engage with administrations on country examples to help support the analysis; and develop materials to promote the TAS and support its use;
• Support the maintenance and improvement the International Survey on Revenue Administration (ISORA), including through engagement with the ISORA partners (ADB, CIAT, IMF and IOTA), as well as through outreach and engagement with tax administrations to support completion of the ISORA survey;
• Undertake and communicate analysis of trends in the digitalisation and digital transformation of tax administrations;
• Draft and give input into ad hoc reports, briefing documents, presentations and other documents covering tax administration topics, including in preparation for the annual FTA Plenary meeting; and
• Undertake research and analysis as required on topics relevant for the wider work of the FTA and CTPA.

Co-ordination, liaison and representation

• Provide the Secretariat support for the work of selected informal administration-led groups, helping them to obtain the most value from their virtual and in-person meetings and collaborative outputs. (These groups bring together subject matter experts in particular tax administration functions, such as tax debt and risk management, or in cross-cutting areas such as HR and analytics);
• Contribute to the organisation and preparation of FTA in-person meetings, in particular the annual FTA Plenary;
• Engage with delegates on topics relevant for the work of the FTA, including providing background material and facilitating engagements between administrations;
• Liaise, where necessary, with other relevant CTPA Divisions to ensure co-ordination among the different areas of work; and
• Undertake missions as required to promote and explain the work of the FTA, particularly in the area of comparative analysis.

QualificationsIdeal Candidate profileAcademic background

• An advanced university degree preferably in a field related to administration, law, economics, taxation, government and public sector.

Professional background

• At least two years of experience in a tax administration, government ministry or agency, financial institution, consultancy organisation, academic or research institute or other similar organisation or business.
• Proven experience in statistical analysis, data visualization, design and implementation of surveys would be an advantage.
