In this context, it helps governments to effectively counter and prevent illicit trade through the OECD Working Party on Countering Illicit Trade (WP-CIT).The Division is carrying out economic research to enhance evidence of illicit trade, and to gauge and close key governance gaps that enable them, in close collaboration with other international organisations. Recently the WP-CIT has been mandated by OECD member countries to intensify its efforts to focus on evidence on illicit trade and enhancing transparency in Free Trade Zones (FTZs).OECD TAD is looking for a Junior Policy Analyst to join our multidisciplinary team. The successful candidate will contribute to data analysis and statistical modelling and well as the economic analysis of illicit trade.Job DescriptionMain ResponsibilitiesResearch and Policy Analysis

• Conduct data analysis using customs, trade, and proprietary datasets to inform policy recommendations.
• Work closely with all relevant WP-CIT stakeholders in order to identify data that could be used to gauge illciit trade; design robust data solutions.
• Assure technical leadership and data engineering within WP-CIT to support analysis, including by proactively identifying opportunities across the existing data ecosystem, identifying gaps and recommending improvements.
• Ensure quality and reliability of data in line with the OECD Data Quality Framework.
• Set up standards and best practices for data management, and transfer knowledge to relevant colleagues.

Project Co-ordination

• Contribute to the development and maintenance of analytical coherence of analytical workstreams on illicit trade, including counterfeiting, smuggling, or other high-risk activities.
• Plan and manage analytical work, co-ordinate contributions from internal staff and external partners and consultants.

Stakeholder Engagement and Outreach

• Participate in plenary meetings of the Working Party on Countering Illicit Trade, as well as in technical, project-related meetings and field missions.
• Draft policy briefs and reports, and presentations tailored to both technical and non-technical audiences.
• Prepare and deliver presentations tailored to both technical and non-technical audiences.

QualificationsIdeal Candidate ProfileAcademic Background

• Advanced university degree in economics, statistics, public policy, international relations, law, or a relevant technical field.

Professional BackgroundAt least two years of experience in one or more of the following:

• Data analysis, applied econometrics, or economic modelling;
• Anti-illicit trade programmes, enforcement or compliance monitoring;
• International relations or development cooperation with governments and/or international organisations.

Tools

• Familiarity with statistical software (e.g. STATA, R, Python) and/or database tools (e.g. Excel, Access).
• Experience managing and interpreting large datasets from customs, trade, or enforcement sources is desirable.
