Our workstreams cover a wide set of themes including sustainable and resilient supply chains; trade liberalisation, facilitation, and digitalisation; economic security; inclusive and sustainable trade, including with regard to workers, gender, Indigenous peoples, and the environment; export credits and government support in industrial sectors; and countering illicit trade. The Division’s work involves a mix of analytical and policy-orientated research, the communication of outputs (for usage, awareness, and effect), and engagement with multilateral trade and economic fora such as OECD regional programmes, the WTO, G20, G7 and APEC. Work is conducted in a multicultural environment by a team of highly qualified and experienced staff.The Analysis Data and Modelling Division is looking for a Junior Trade Policy Analyst to undertake and contribute to research and analysis, pursuant to the Work and Budget of the OECD Trade Committee. She/He will work under the supervision of the Head of Division.Job DescriptionMain ResponsibilitiesResearch, Analysis and drafting:

• Contribute to advanced economic and quantitative policy analysis on trade issues for the OECD Trade Committee, contributing to planning, research, and drafting of analytical reports.
• Support TAD’s work on resilient supply chains and supply chain interdependencies by maintaining and developing cutting-edge tools, such as advanced econometric techniques, machine learning, deep learning, network analysis, geospatial analytics, and risk assessment models.
• Assist in exploratory analyses of international trade and supply chain data and monitoring and identifying potential avenues for future work by the Division.
• Provide evidence-based policy guidance on assigned trade policy areas.
• Conduct rigorous impact assessments of international trade policy initiatives.
• Contribute to the development and maintenance of specialised databases.
• Contribute to the planning, research and drafting of analytical and conceptual reports to provide economic and quantitative policy analysis of trade issues.

Liaison, representation, and meetings

• Participate to the organisation of workshops, webinars and events organised by the OECD, including by interacting with prospective speakers.
• Collaborate with other Divisions and Directorates and contribute to horizontal and multidisciplinary projects and outputs as needed.
• Build and maintain a network of contacts with government officials, analysts and experts in donor agencies, international organisations, research institutions, universities and NGOs.
• Present work at internal and external meetings, take an active part in discussions with colleagues and delegates as needed and carry out revisions.
• Exchange with other directorates and participate to relevant seminars and meetings.

Other duties

• Participate to discussions and meetings of the unit, the division and attend TAD meetings.
• Carry out other related duties as assigned.

QualificationsIdeal Candidate ProfileAcademic Background

• An advanced university degree in artificial intelligence, computer science, economics, management science, operations research, or closely related fields.

Professional Background

• At least two years of experience in quantitative policy research and analysis with substantial quantitative content, preferably in an international context.
• Experience in one or more specialised areas: advanced econometrics (panel data and time series), deep learning, machine learning, geospatial analytics, and quantitative risk management.
• Proven track record in transforming complex technical analyses into clear, concise policy recommendations.
• Proven track record of policy-oriented drafting and public speaking.
• Experience presenting to diverse audiences, including policymakers and technical experts.

Technical Skills:

• Strong programming proficiency in Python and willingness to learn other programming languages, such as R and GAMS.
• Working knowledge of deep learning frameworks (PyTorch, TensorFlow) or demonstrated ability to acquire these skills is a plus.
• Knowledge of stochastic programming and network analysis is a plus.
