Description de la missionUnder the direction of the EF Head of Project and the functional supervision of the Senior Project Officer Gender Equality and Women Empowerment, the Key Expert (KE) Gender Equality and Women Empowerment will ensure the implementation of the corresponding Action line and following output; strengthening policies and mechanisms for the empowerment and advancement of women and girls. The Key Expert will focus on gender inequality and all other forms of inequalities.The KE ensures the coherence and alignment of Action line 1.1 of Component 1 with bi-regional agendas, promoting innovative approaches to contribute to the social pillar of the GGIA. In addition to coordinating the efforts with the others SPOs of Component 1 and the Gender Help Desk, the KE will ensure that all other consortium members working under the Action line 1.1 are aligned and working towards the project’s strategic objectives.The KE will oversee the implementation of related activities and provide essential support to the technical teams.
The KE will be responsible for the following non-exhaustive responsibilities and tasks:Strategic and technical guidance:
o Guarantee a strategic vision for Action line 1.1 of Component 1 by identifying implementation priorities and providing technical inputs to team members;
o Support the implementation of Action 1.1 of Component 1 by identifying key actions and ensure results for the EU-LAC Fall summit;
o Mobilize relevant expertise to implement Action line 1.1 of Component 1;
o Stay up-to-date with bi-regional agendas related to Gender and other forms of inequalities to produce qualitative inputs guiding the implementation of SPOs, with the objective of guaranteeing aide-efficiency and sustainability by articulating regional and national actions;
o Facilitate dialogue with regional stakeholders to ensure alignment with broader regional objectives and agendas;
o Promotes cross-sectoral synergy and connectivity, under a gender-transformative/sensitive approach;
o Encourages multi-actor integration by involving NGOs, private sector entities, regional and international bodies in policy enhancement efforts;
o Ensure the submission of high-quality technical reports, analytical notes, policy papers, and other relevant project deliverables to the Senior Project Officer;
o Participate in the coordination of the others SPOs of the Component and the Gender Help Desk;Representation of the Project:
o Represent the project at relevant forums, conferences, and meetings to advocate for the objectives and progress of Action line 1.1 of Component 1.
o Build and maintain strategic relationships with regional key stakeholders, including relevant national institutions, NGOs, private sector organisations and international stakeholders, to promote the project’s goals and facilitate collaboration.Support to the technical teams:
o Validate the actions requests to ensure both technical coherence and relevance
o Provide continuous support to technical teams, ensuring they have the necessary resources and guidance for effective project implementation, while promoting the integration of agendas to enhance overall execution.
o Facilitate knowledge sharing within the team to enhance the overall impact of the project.Description du projet ou contexteLatin America and the Caribbean (LAC) are currently facing a challenging global geopolitical and economic environment characterised by uncertainty and a series of crises. The region is struggling to recover from the social and economic impact of the COVID-19 pandemic and return to the financial levels of 2019. According to the Economic Commission for Latin America and the Caribbean (ECLAC, 2022), inflation rates are high, and labour informality is growing. Fiscal space remains limited. The pandemic added almost 50 million more people to the poverty line, and the region is trying to reduce poverty and inequality while experiencing a precarious recovery of jobs. The region continues to face high levels of inequality, particularly regarding income, making it one of the most unequal regions in the world. To collaborate in addressing these challenges, this Project aims to promote social cohesion, gender, socio-economic equality and tackle social issues.This Project based on the long-standing strategic partnership of the European Union (EU) and Latin America and the Caribbean, aims to foster the social dimension of the Global Gateway (GG) in LAC, bringing a participatory and multistakeholder approach to the GG Investment Agenda (GGIA) and providing an opportunity for collaborations among the public, private, and non-profit sectors in their respective roles.The Project main objective is to contribute to tackle gender and other inequalities, reduce poverty and social exclusion, and enhance social cohesion within and between LAC countries, through 3 specific objectives / components:1. Improving equal access to social rights, social services, and justice for vulnerable groups in all their diversity, notably women, children, and youth, and the bottom poorest 40% income or wealth households.
2. More inclusive, accountable, and transparent public institutions promoting equity-driven and gender-responsive public finance models to reinforce social policies and protection systems, with special emphasis on women, children, and youth, and the bottom poorest 40% income or wealth households.
3. New solutions able to foster and unblock investments that boost social innovation, the resilience of social systems, and just, socially responsible, and inclusive green and digital transitions.The Project is funded by the EU (DG INTPA) and implemented by six partners that have a strong commitment to work together with other EU Member States and partner countries to address global challenges, mitigate their consequences and allow a social, green, and digital transition while upholding human rights, democracy, good governance, the rule of law and gender equality.The members of the consortium are:
– The Spanish Cooperation (AECID and FIIAPP) – with FIIAPP as the leader of the consortium;
– The French Cooperation (AFD Group with Expertise France as main implementing agency);
– The German Cooperation (GIZ);
– The Italian Cooperation (IILA and AICS).The Project started on the 17 December 2024 and will have a duration of 4,5 years. It aims to cover the LAC region with a focus on some strategic countries, with a total budget of 43M EUR.Profil souhaité
