The main tasks of the MEAL Officer include the following:
- Promote understanding and capacities within projects teams on MEAL, and the use and /or analysis of MEAL systems at the project and partner levels.
- Establish an overall participatory monitoring framework for humanitarian programme (specifically ongoing flood response) including accountability and learning tools, conducting field MEL exercise and data management and analysis,
- Ensuring that the MEAL system specifically for ongoing flood response incorporate the MEAL principles, minimum standards and accountability mechanisms and system for feedback from all stakeholders specifically the target communities
- Support in projects M&E action plan development and devise activities of partners monitoring team accordingly to achieve targets in response areas while providing technical back stopping.
- Facilitate and support the beneficiary’s database development through developing formats and ensuring data collections is being done transparently and appropriately despite emergency situation
- Provide technical guidance to partners in the quantitative & qualitative data collection, analysis and management and report back in an effective manner.
- Producing quality progress and monitoring reports on the emergency response projects, appraising the project activities, provide technical inputs for narrative progress reports and streamlining the partners work and documentation with highlighting issues of concern and sharing key findings with response manager.
- Ensure that effective complaint response and feedback mechanisms are developed and utilized at Counterpart level and ensure minimum standards of accountability at all level corresponding to Oxfam standards.
Evaluation and Learning/ project development:
- To reviews and evaluate the progress of the project against its stated objectives; i) learn about what works well and what needs adapting ii) demonstrate innovative and effective strategies iii) demonstrate the results
- As part of the learning function, capture and document the learning points across the range of work carried out and identify opportunities to share this learning through meetings, reports and document best practices and lesson learned etc with the staff, partners, community members and donors as appropriate.
- Delivering any other responsibility assigned by the Line Manager.
- Facilitate media & communication for documentation, cases studies, story of change with facts & figures and field evidence.
- To provide technical input in coordination from project coordinator/ manager as required identify and undertake the beneficiaries tracking of the projects.
- To coordinate the planning, implementation and monitoring of project activities, including field visits, according to the approved project proposals.
- To provide technical support to the partners in the implementation of the activities and facilitate and/or arrange for external technical support if required.
- To ensure that monitoring reporting are met in line with donor agreements and Oxfam policies and routing procedures.
- To ensure that the (digital) archiving of the project activities is correctly done and maintained.
- Any other task assigned by the line manager.
