OBJECTIVES OF THE PROGRAMMEThe mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The WHE Division brings together and enhances WHO’s operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner.The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.DESCRIPTION OF DUTIES1.Provide technical and operational support for overall response activities in development of the risk communication materials, media and press releases, and strengthening and mainstreaming community engagement and social mobilization strategies and delivering through existing national and local structures.2.Work closely with WHE/RCCE on risk communication related outreach, coordination advocacy, including liaison with external partners (NGO, CSO, and youth).3.Support the community engagement, social listening, and mobilization activities as per developed plans.4.Support monitoring and evaluation of community engagement, social listening, and mobilization at subnational level, especially on Ukraine refugee health in Hungary and ensure the findings are integrated into technical and operational decision-making.5.Support the capacity building activities and contribute to building the national capacity through needs identification, development, operationalization.6.Support the WHE, national authorities and partners on the adaptation of response strategies for effective and feasible community engagement in affected areas.7.Where necessary, support the formative research, and/or liaise with stakeholders/partners conducting sociocultural research, especially among refugees from Ukraine.8.Support the RCCE planning and streaming interventions and activities as necessary.9.Maintain an up-to-date media database for media in the country and liaise with them on a regular basis to ensure positive and optimal coverage for the response activities .10.To network, coordinate and manage the contacts of main communication counterparts among various local authorities and communication channels.REQUIRED QUALIFICATIONSEducationEssential: University degree in communication, public relations or journalism, psychology, literature or related social sciences.
Desirable: University degree (master’s level) in any of the above disciplines.ExperienceEssential: Minimum 2 years professional experience and demonstrated skills in arranging information sharing, communication activities, media relations and messages development. Previous experience of producing attractive and easy to read written material such as brochures, reports, etc. Experience of organizing press conferences and briefings.
Desirable: Previous work in the field of health communications and experience of work with(in) international organizations.SkillsKnowledge of WHO’s mission and work and/or of practices and procedures as related to the work.WHO CompetenciesTeamwork
