Ours is a fast-paced environment focused on delivering management excellence across all of our functions.THE HUMAN RESOURCE MANAGEMENT SERVICE (EXD/HRM)Within the Executive Directorate, the Human Resource Management Service (EXD/HRM) is responsible for providing strategic and operational leadership in managing the OECD’s human capital. It comprises three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), with a central Head Office providing direction and oversight.EXD/HRM is looking for a dynamic and strategic Organisational Development Lead to spearhead transformation and continuous improvement across the Organisation. This role will design, develop, and implement organisational strategies that strengthen the structure, enhance effectiveness, and enable strategic workforce planning. With a small, high-performing team, they will lead cross-functional initiatives, embed change, and ensure organisational alignment of the HR strategy and the OECD’s business requirements. The selected candidate will report to the Head of the Talent Management and Analytics Group (TMA).Job DescriptionOrganisational Development and Change

• Lead the design and implement organisational development (OD) strategies that strengthen the OECD’s structure, enable strategic workforce planning and enhance organisational effectiveness.
• Translate business priorities into actionable talent and organisational solutions that build agility and future-readiness.
• Lead end-to-end strategic workforce planning, including recruitment forecasting, performance management, and mobility strategies.
• Design and oversee organisational change initiatives, embedding change management approaches across a range of stakeholders.
• Align OD initiatives with the OECD’s strategy and service delivery models, ensuring measurable impact.
• Monitor and evaluate HR change programmes, applying data and insights to improve design and execution.

Stakeholder Engagement

• Serve as a strategic advisor to senior management on organisational design, workforce transformation and cultural change.
• Engage with Directorates and corporate services to co-create development initiatives and enhance organisational alignment.
• Steward a corporate advisory body on strategic workforce planning and co-ordinate with relevant working groups.
• Build internal capability for managing organisational change through guidance, tools, and targeted training.
• Foster collaboration with the HR and Finance Services and Resource Management Advisors (RMAs) to deliver integrated, data-informed workforce solutions.

Team Leadership

• Lead and manage a small, high-performing team supporting OD and talent activities.
• Provide guidance and coaching, promote development, and foster a collaborative and inclusive team environment.

QualificationsAcademic Background

• An advanced university degree in human resources, organisational development, public administration or a related field, or equivalent practical experience.

Professional Background

• At least seven years of relevant experience in organisational development, strategic workforce planning, or change management in complex, international environments.
• Proven ability to translate strategic goals into OD programmes and deliver tangible results.
• Deep understanding of HR systems and structures, including service delivery models.
• Strong experience in stakeholder engagement and managing cross-functional collaboration.
• Familiarity with OD frameworks and methodologies, including data-driven decision-making.
• Demonstrated ability to lead and develop high-performing teams.

Core Competencies, Technical Skills and Tools

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

What the OECD Offers

• Monthly base salary starting from 9.235,73 EUR (CF6/1), plus allowances based on eligibility, exempt of French income tax.
