Organisation BackgroundFounded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of , including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.INSO provides daily support to more than 1200 NGOs operating in 17 of the world’s most insecure countries. INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.Overall Purpose of Role:The Partnership and Events Manager is responsible for ensuring the effectiveness of INSO’s external engagements in pursuit of INSO’s policy, advocacy and communications objectives. The Partnership and Events Manager will develop and implement INSO’s outreach strategy, build strategic partnerships with NGO Headquarters and NGO Networks, coordinate and support INSO’s participation in external events and lead on the design and execution of INSO policy events e.g. roundtables, panels including an annual flagship high-level summit on humanitarian safety.The Policy and Research Manager is a key member of INSO’s new Policy, Advocacy and Communications Department and will contribute to the delivery of evidence-based policy change within the humanitarian sector at a global level.Main Duties and ResponsibilitiesPartnerships and Outreach

  • Develop and maintain strategic and impactful partnerships with NGOs and NGO Networks (e.g. Interaction, ICVA, GISF, VOICE, NEAR etc) in pursuit of shared policy, advocacy and research goals.
  • Develop, in consultation with INSO’s Programmes, Analysis and Training Teams an Outreach Strategy for INSO’s wider outreach with NGO Headquarters and NGO Networks.
  • Act as the Policy, Advocacy and Communications Department’s main interlocutor for requests and queries from external stakeholders, including supporting prioritisation, liaising with internal departments and ensuring follow-up.
  • Identify and cultivate a network of contacts within the broader humanitarian community and beyond to expand INSO’s global visibility and participation in relevant exchanges and coordination forums.

External Engagement

  • Work with INSO’s Programmes, Analysis and Training Teams as well as Regional Directors and Country Offices to map and streamline INSO’s external engagements.
  • Coordinate and support INSO’s engagement in relevant conferences, forums and expos including supporting the prioritisation of opportunities, coordinating participation and developing key messages and talking points.
  • Proactively seek opportunities to raise awareness and extend the impact of INSO’s messages and research
  • Maintain an updated calendar of key external events and advocacy opportunities in support of INSO’s global advocacy strategy.
  • Support the PAC Director in monitoring and evaluating the impact of INSO’s external engagements by maintaining updated record of engagements across the organisation, working with MEAL Manager on appropriate methodologies for evaluating impact, developing internal learning and making recommendations to adapt INSO’s advocacy strategy accordingly.

Event Management

  • Lead of the design and execution of INSO initiated policy roundtables and panels including session design, identification of external speakers and participants, coordination of INSO inputs, management of logistics and where necessary facilitating and executing the events.
  • Work with INSO’s Communications Officer to enhance the visibility of INSO events and the development and dissemination of event products (e.g. Conference reports etc).
  • Support the design and delivery of an annual flagship high-level summit on humanitarian safety that establishes a common understanding of the key trends that impact aid worker safety among both advocates and decision makers, coordinates various initiatives within that space and develops a common advocacy agenda across NGOs, UN Agencies and Member States that improves the safety of aid workers.

PERSON SPECIFICATIONKnowledge, Skills and ExperienceEssential

  • Minimum 3 years of relevant work experience in a similar partnership, network engagement or outreach role within the humanitarian and/or security sector.
  • Experience designing and managing high-level events, ideally with UN and Member State Audiences within the humanitarian and/or security sector.
  • Recent experience working in complex humanitarian emergencies or situations of armed conflict.
  • Excellent organisational and project management skills.
  • Strong interpersonal and networking skills and demonstrable experience building meaningful partnerships with key external stakeholders.
  • Good working knowledge of the humanitarian policy and advocacy eco-system including key stakeholders, policy processes and working calendar.
  • Demonstrable interest in and familiarity with the current state of debate around humanitarian safety and up to date on recent literature.
  • Ability to work both independently and collaboratively to tight deadlines.
  • Fluency in English

Nice to Have

  • Knowledge of INSO and its mandate and activity in the field.
  • Fluency in French, Spanish or Arabic
  • Experience in coordination and/or facilitation
  • Knowledge of methods and tools to monitor and evaluate advocacy.

We provide Basic Premium Health Insurance from ONVZ. This post is eligible for a Highly Skilled Migrant visa and relocation allowance.
