It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with partner countries, regions and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work in delivering on the Organisation’s Global Relations Strategy and the Secretary-General’s strategic orientations.Job DescriptionGRC is looking for one or more Advisors/Economists/Policy Analysts with knowledge and experience in one or more of several regions, including South East Europe, the Middle East and North Africa, Africa, Central Asia, the Eastern Partner Region, Latin America, China, India and Southeast Asia, to perform a variety of roles. The selected persons will perform a range of tasks in support of the delivery of the GRC Divisions’ substantive work programmes, which encompass such diverse policy domains as digitalisation, green growth and sustainability, trade and transport connectivity, business environment reforms, gender, SME policies and newly emerging issues to support GRC’s horizontal coordination of OECD global relations. They may also be called upon to prepare internal documents, such as briefings and talking points for senior management, as well as notes for the OECD’s Council and its External Relations Committee, work programmes, country programmes and memoranda of understanding; the conduct of research, policy analysis and advice on substantive policies; liaison and communications; and event organisation and management. The selected person(s) will work under the supervision of the relevant Head(s) of Division in GRC.Main ResponsibilitiesResearch, analysis and drafting

• Undertake quantitative and qualitative research to analyse economic challenges and identify policy barriers of relevance for the programme of work. This may include any/all of the following: analyses of documentary and statistical material, identification of relevant policy issues, case studies and development of tools to assist countries with the implementation of policy priorities.
• Help identify policy reform options, recommendations and road maps for reform implementation, based on OECD good practice through country specific and regional projects.
• Manage junior analysts in undertaking quantitative and qualitative research to identify policy reform challenges/priorities and contribute to the development of strategies, road maps and policy recommendations, based on OECD good practices through country specific and regional projects.
• In collaboration with colleagues, draft, or contribute to the preparation of, substantive papers, including synthesis reports, seminar proceedings, country case studies, analytical papers, speeches, internal briefings, talking points and official letters.
• Provide relevant background information to help inform strategic decisions regarding engagement with non-Member countries and OECD donors.
• Monitor and report on political and economic developments and reforms in the selected countries/region in a timely fashion.

• Track and monitor results of OECD work with Partner countries.

• Keep abreast of ongoing work in the Organisation relating to the regional work of the Division, as well as reports and analyses published by news media, governments and international organisations that are relevant to the programme of work.

Liaison and representation

• Liaise with officials of OECD and non-OECD countries and participate in OECD fact-finding initiatives.
• Design and deliver high quality capacity building activities such as seminars and workshops, for a variety of audiences.
• Support the conceptualisation and organisation of high-level events, such as ministerial meetings and regional policy networks.
• Assist in the preparation of missions, international workshops and other peer-driven capacity-building initiatives.

Project design and implementation

• Identify opportunities to implement OECD policy advice in the form of projects including analysis, capacity building and policy dialogue in line with the OECD Global relations strategy.
• Mobilise resources and voluntary contributions from donor community or beneficiary countries to ensure the necessary resources for the implementation of the programme of work.
• Design projects, including objectives setting, elaboration of log-frames and systems of monitoring implementation and results.

Co-ordination

• Manage information flow, advise the Head of Division and other managers on a wide range of external and internal issues, relating to both substantive outputs as well as organisational matters, flag priority and sensitive issues and propose solutions as appropriate.
• Assist in the planning and organisation of meetings and missions relating to the Division’s activities, including both bilateral activities and high-level regional meetings.
• Take notes in meetings, prepare draft summary records, presentations, briefing notes, prepare and edit reports, carry out background research and present findings as required.
• Undertake other co-ordination tasks in the Division as needed.

QualificationsAcademic Background

• An advanced university degree in law or economics, economic development, international relations, or equivalent.

Professional Background

• At least three years’ relevant professional experience dealing with policies/regions referenced above.
• Knowledge of the economic and policy context of at least one of the regions indicated above.
• Experience of working in a national administration or an international organisation in support of senior management would be an advantage.
• Experience of working in a multinational team with high autonomy.

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of another language used in the regions mentioned above, (e.g. Russian, Ukrainian, languages of Western Balkans, Arabic, languages of Africa, Spanish, Portuguese, Chinese, Bahasa Indonesian and Hindi or other languages of India) would be an advantage.
