From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.The Science and Technology Policy Division (STP) of the STI is responsible for developing evidence-based policies that (i) encourage cooperation among OECD Members Countries and with Partners, (ii) support good policy practices and analysis in areas such as human resource development and mobility; the strengthening of links between research, higher education and innovation; national and regional research and innovation systems; mission-oriented research and innovation policies; policies that promote inclusivity, and policies for anticipatory governance of emerging technologies, and (iii) help policymakers reorient STI systems towards addressing global challenges, in particular climate change and the green transition.A strong measurement agenda builds the evidence base upon which policy recommendations are derived. STP is responsible for, among other things, maintaining the (Science, Technology and Innovation Policy) Compass database (including the ), the and the .STI/STP is looking for a dynamic and qualified Policy Analyst to support the work of the Division on STI governance and mission-oriented innovation policies (MOIPs), manage a large pluri-annual, cross-directorate and multi-stakeholder project on MOIPs (the Project, hereafter) and contribute to other horizontal activities of the Division. The selected person will work under the supervision of a Senior Policy Analyst, under the responsibility of the Head of the STP Division.Job DescriptionMain ResponsibilitiesTeam and Project Management

• Lead and manage a multicultural team, promoting high-performance standards, teamwork, and effective internal communications.
• Plan, coordinate and contribute to the execution of a large pluri-annual, cross-directorate and multi-stakeholder project.
• Oversee daily operations of the project and manage the Project resources
• Provide expert input and advice, adapt plans and priorities as needed, to ensure the effective execution of the Project.
• Plan and co-ordinate large events.
• Develop and build on relationships with members and partners for increased efficiency and responsiveness of Project operations.
• Provide support and advice to the MOIPs and STI governance lead and contribute to other activities of the unit, as needed

Research and drafting

• Develop reports, short policy briefs, presentations, briefings, and other materials for policymakers reflecting research and analysis on MOIPs, with the aim to deliver clear policy messages for policymakers implementing relevant initiatives.
• Contribute to the design and implementation of fieldwork to collect evidence on mission-oriented innovation policies and new forms of STI governance.
• Contribute to the design and implementation of MOIPs, identifying and formalising good practices and producing clear and concrete guidelines.
• Develop sources of quantitative and qualitative information.

Dissemination, liaison and outreach

• Assist in the planning and co-ordination of activities associated with MOIPs, including meetings and workshops of experts.
• Support the publication, dissemination and communication of the outputs produced, including through web-based channels and social media.
• Liaise with project partners within OECD and partner organisations, both regional and international, and develop and maintain good working relationships with officials in member country administrations, in other international organisations, as well as with the wider research community.
• Contribute to other activities of the Division, in line with OECD-wide priorities.
• Keep abreast of relevant policy developments and participate in missions as required.

QualificationsIdeal Candidate ProfileAcademic Background:

• An advanced university degree in economics, science and technology policy, and/or other social sciences relevant to the position.

Professional Background:

• A minimum of five years’ experience in managing and co-ordinating projects in a multi-task environment, as well as associated resources.
• A minimum of five years’ experience in international comparative policy and quantitative analysis, preferably related to science, technology and innovation and acquired in a national or international administration or private sector environment.
• Experience in the field of MOIPs, previous engagement and familiarity with STI academics and policy makers and demonstrated success in supporting relevant policy initiatives in various national or international contexts, will be an asset.
• Demonstrated project management and coordination skills, as well as strong analytical and drafting skills.
• Proven experience in interacting with national and international organisations.

Tools:

• Familiarity with standard database and data visualisation software.
• Experience in using data management and analysis tools.
• Experience in the use of communication networks as working tools.

Languages:

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of another language would be an asset.
