Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission dedicated to advancing the health and well-being of California’s diverse people, families, and communities by reducing the emotional and financial burden of congenital malformations and chromosome abnormalities. Specifically, this position will support the promotion of health and wellness and disease prevention through innovative and evidenced-based strategies that will improve health outcomes, strengthen the science base of our services and promote health equity in the way services are made available through our population-based prenatal screening program.

The incumbent is responsible for the overall management and work flows of the Prenatal Screening (PNS) Logistics Unit in the Genetic Disease Screening Program (GDSP). The incumbent will provide direct supervision to Unit staff who are tasked with reviewing daily reports, liaising with Newborn and Prenatal Screening (NAPS) laboratories, troubleshooting PNS case management, fulfilling supply requests, records requests, patient billing questions, and user identity management for all PNS Program-related GDSP applications. The HPM I will have extensive knowledge of PNS Program protocols and policy, as well as PNS case management protocols. Activities include oversight of PNS daily operations for specimens at NAPS laboratories and cases managed by PNS Case Coordination Centers (CCCs). Additional responsibilities include contract and personnel oversight.

The incumbent will work under the general direction of the Health Program Manager (HPM) II, Chief of the Prenatal Screening Section.

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
