Oxfam is a global movement of people working together to end the injustice of poverty.

 

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) was established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries. The PMU is led by the Organizational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding. Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries.

The Role

 

TEAM PURPOSE:

To effectively lead, manage and drive the Oxfam response to the Ukraine crisis working with other stakeholders across Oxfam

 

JOB PURPOSE:

The Country Safety and Security Coordinator will work to strengthen Oxfam’s response in Ukraine by providing security management support including building security management capacity for the future, supporting the entire Ukraine office.

They will be based in Kyiv, Ukraine. They will be reporting to the Country Lead and working closely with Area Managers, the Programme Teams at the field office, Partners, and the Programme Management Unit (PMU).

What we are looking for

 

Essential

  • Post Graduate Degree or Degree or proven experience within the Humanitarian Aid Sector and / or relevant safety and security experience in the commercial or security sector.
  • Considerable practical experience of security assessment, planning, designing and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
  • Proven experience of providing training on safety and security topics.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Initiative and motivation to work independently and develop solutions to problems.
  • Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems.
  • Analytical and strategic planning skills.
  • Excellent organisational, problem-solving and negotiation skills. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.
  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports and influence verbally to persuade with diplomacy and tact.
  • Commitment to Oxfam’s overall aims, policies and values.
  • Diplomacy, tact, negotiation skills and an excellent sense of humour.
  • Excellent written and spoken English

 

Desirable

  • Working knowledge of Ukrainian or Russian advantage
  • Knowledge of Oxfam policies, procedures and systems.
