Oxfam Pilipinas partnered with four (4) local civil society groups in the Philippines – the Center for Disaster Preparedness (CDP), People’s Disaster Risk Reduction Network (PDRRN) Inc., Grameen Philippines, and Sentro sa Ikauunlad ng Katutubong Agham at Teknolohiya (SIKAT) – to implement the second phase of the Strengthening Harmonized Action for Disaster Preparedness, Response, and Recovery (SHARPER) project. The project aims to ensure local humanitarian actors operating within thirty-two (32) vulnerable communities in the Philippines have enhanced capacities for disaster preparedness and effective early warning systems to reduce the impact of disasters, and are better equipped to lead response and recovery efforts in the event of emergencies in coordination with local authorities. In view of this, a baseline study is being proposed to gather relevant information around ten (10) project donor indicators and ten (10) country-specific indicators on the project’s four (4) outcomes.
The proposed baseline study to provide an understanding of the current condition of the target communities in terms of capacities of local DRR and humanitarian actors, functionality of DRR governing bodies, relevance of local DRRM plans to the needs of vulnerable groups, support to and enabling context for local DRR and anticipatory action, women’s leadership in the local DRR and humanitarian sectors, communities’ access to critical goods and supplies during emergencies, presence and value-added of nature-based conservation enterprises, systematization and uptake of DRR knowledge, and impact of anticipatory actions to vulnerable communities. The proposed baseline study will mainly involve the collection of various means of verification for identified project indicators, focus group discussions and in-depth interviews with members of DRR bodies, women and other vulnerable groups in partner communities, and local authorities, and independent assessment of the partner communities’ state based on given rubrics.
In view of these, Oxfam Pilipinas proposes to contract a consultant to further design and conduct the baseline study. The present Terms of Reference (ToR) outline key parameters of the engagement.
