THE DIRECTORATE FOR SCIENCE, TECHNOLOGY AND INNOVATION

The Directorate for Science, Technology and Innovation (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Productivity, Innovation and Entrepreneurship (PIE) Division of STI is responsible for comparative analyses of the microeconomic drivers of economic growth, productivity, employment, business dynamism and innovation, as well as the ways in which these are affected by globalisation, the digital and green transformations, and structural change. The Division maintains and updates a set of key industry-level databases and data infrastructures to contribute to this work and the work of other policy analysts across the OECD, including the Structural Analysis (STAN) database, Inter-Country Input-Output (ICIO) tables and collections of indicators related to globalisation such as measures of Trade in Value Added (TiVA) and greenhouse gas (GHG) footprints.

THE POSITION

STI/PIE is looking for a Statistician/Data Analyst to support the Industry Dynamics and Globalisation Unit’s work on the measurement and analysis of GHG footprints (GHGFT) and, to contribute to the construction of the underlying (ICIO) tables. The selected person will also play an active role in developing extensions to ICIO to address environmental policy questions. S/he will work under the supervision of an Economist (an expert Input-Output practitioner) and a Senior Statistician, under the management responsibility of the Head of Division.

Job Description

Main Responsibilities

Database construction, Indicator development and analysis

  • Contribute to the development and update of GHG footprint indicators, including supporting work to improve the underlying estimates of GHG emissions by economic activity.
  • Support the production and quality control of the ICIO tables.
  • Contribute to related documentation outlining sources and methods and develop metadata outlining sources used, estimation methods applied and explaining any apparent divergences from national statistics.
  • Contribute to efforts to extend analyses to levels of industry/product detail beyond that currently available in the ICIO tables (i.e. by applying ‘disaggregation techniques’), as required. In particular, breakdowns to improve measures of embodied GHG emissions and other environmental analyses, such as more detail for the agriculture and mining sectors and splitting the Basic Metals sector to separate Iron and Steel from Non-ferrous metals.

Liaison, representation and dissemination

  • Provide user support and represent the OECD at conferences, workshops and seminars as required.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics or statistics with strong emphasis on quantitative analyses.

Professional Background

  • At least two years relevant professional experience in carrying out statistical work and quantitative analyses relevant for the development and use of national or global Input-Output tables (IOTs) and related policy analysis.
  • Very good knowledge of national and international GHG emissions statistics, including concepts and definitions, would be an advantage.
  • Proven experience in the production and use of statistics including documentation on data sources, definitions, coverage, methodology, reliability and comparability gained in a national or international organisation.
  • Experience in presenting statistical analysis to non-technical audiences would be an asset.
  • Experience in contributing to multidisciplinary projects.

Tools

  • Advanced programming skills with at least one software used for statistical analysis (e.g. R, Python or Stata).
  • Very good knowledge of the latest quantitative methods for constructing national Supply and Use Tables (SUTs) and IOTs and performing related I-O analysis.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • 13-month fixed term appointment, with the possibility of renewal.
