Manage the support, development, implementation and maintenance of business systems that operate across the administrative, teaching and research functions of the university in accordance with agreed University objectives.
Responsible for corporate scale systems and services supported by the central Information Services Directorate and used campus-wide by all staff and students.
Responsible for line management of staff, system support and development, project management and working with stakeholders at all levels to implement processes and systems which improve the effectiveness and efficiency of the University.
Main Duties and Responsibilities
1. Manage and implement University-wide IT systems projects through the project lifecycle including in collaboration with the Project Delivery Team: including producing project plans, procurement, monitoring progress, project reporting, benefits realisation.
2. Identify new projects and opportunities, creating project initiation documentation including project briefs, feasibility studies and business cases for approval.
3. Line manage technical development and support staff, including the completion of Performance & Development Reviews, managing workload, mentoring and recruiting staff where necessary.
4. Manage business-as-usual user and system support and training, and the maintenance of corporate systems ensuring a high standard of service delivery, user satisfaction and business continuity.
5. Manage the gathering, analysing and documenting of business requirements for existing and new systems, mapping business processes, applying problem solving techniques and identifying future client needs and trends in order to create effective and innovative solutions.
6. Manage the development of system changes ensuring coding and release practices are robust, that systems are secure and comply with University regulations and legislative requirements.
7. Liaise with Project Teams and/or Business Managers to identify where and how technologies offered by Information Services can provide functionality to meet business needs.
8. Provide specialist and strategic advice to senior management, University committees and working groups on approaches to IT systems solutions.
9. Work with the Assistant Director (Business Systems) to formulate operational policies and procedures to improve the quality and effectiveness of service provision.
10. Work with the Assistant Director (Business Systems) to develop long and short term strategic plans and system roadmaps.
11. Manage communications and relationships with project stakeholders, third party suppliers, consultants, professional networks and government bodies.
12. Attend training courses and conferences, and access training materials as appropriate, to ensure continued familiarisation with new technologies and keep skills up-to-date and maintain an understanding of current and future market trends.
13. Work with university colleagues to evaluate new systems, providing technical input to requirements where required.
Knowledge, Qualifications, Skills and Experience
A1 Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent including being professionally qualified in relevant discipline, with a broad range of professional experience in management role(s), OR Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles.
A2 Detailed knowledge of software development practices, lifecycles and methodologies.
A3 Extensive knowledge of project management methodologies: PRINCE2, Agile.
A4 Working knowledge of business process analysis methodologies, e.g. Lean.
A5 Working knowledge of service management best practice methodologies, e.g. ITIL.
A6 Excellent knowledge of business and planning tools, e.g. MS Project, MS Visio, Jira.
A7 Knowledge of Microsoft technologies: M365, SharePoint, Power Platform.
B1 Awareness of Higher Education, its business, infrastructure and the IT landscape of the sector.
B2 Awareness of legislation relevant to IT systems, e.g. GDPR.
C1 Management of complex projects across the full lifecycle with a successful track record of delivery.
C2 Proven ability to lead and motivate teams.
C3 Excellent interpersonal, negotiating, diplomacy and influencing skills.
C4 Excellent analytical and problem solving skills.
C5 Stakeholder and relationship management skills, including the ability to manage customer expectations and organisational change.
C6 Ability to acquire technical knowledge rapidly and communicate with technical staff.

C9 Ability to challenge the status quo effectively and develop innovative approaches.
E1 Substantial experience managing corporate systems support and development, to include the following: design, development, rollout and maintenance of organisation-wide business systems; working with stakeholders to identify development requirements and deliver solutions; analysing business processes and delivering improvement; managing software development teams; managing stakeholder and user engagement; managing product support of live systems.
E2 Experience of introducing solutions built on Microsoft platforms.
Terms and Conditions
Salary will be Grade 8, £46,047 – £53,353 per annum.
This post is offered on a full time (35 hours) and open-ended basis.
