OBJECTIVES OF THE PROGRAMME

The World Health Organization’s Academy (‘The Academy’) is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy Campus will offer a wide range of learning modalities (on-line, face-to-face and blended); digital, in-person learning via the hub in Lyon or through the campus network, as well as portable learning laboratories designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO’s General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will: enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people. The WHO Academy will deliver advanced digital and in-person learning to health policy practitioners, health workers and WHO workforce. The Academy campus will be officially launched in Autumn 2024 as a global initiative combining the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalized and multilingual learning that meets priority needs.

DESCRIPTION OF DUTIES

  1. Provides technical leadership and managerial support within the Academy, in the area of Quality Assurance and Standards ensuring that activities in this area are carried out efficiently and effectively.
  2. Manages the programme area in delivering its objectives through efficiently managing a small team of technical staff, financial resources and effective work planning to optimize the programme’s deliverables in line with the mandate of the Organization.
  3. Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
  4. Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.
  5. Represents the programme area of work at various meetings to advocate for quality assurance and standards.
  6. Leads the design, the development and the implementation of the WHO Academy quality assurance framework tools and processes.
  7. Leads the quality assurance of all WHO Academy learning programmes and training activities.
  8. Oversees the quality assurance framework to be used by implementing partners including the assessment and micro-credentialling system.
  9. Oversees the work of the Academy’s quality committee and its secretariat.
  10. Oversees the collaboration and alignment with the WHO quality and norms and standard division.
  11. Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in education, public health, social sciences or related field relevant to the position.
Desirable: A PhD in one of the above-mentioned fields.

Experience

Essential:

  • A minimum of 10 years of professional experience in managing/guiding the development and monitoring and evaluation of impactful norms and standards products.
  • Experience in content design, production, management, and/or communication.
  • Experience in developing guides and processes to ensure use/adaptation of technical content in high and lower resourced environments.
  • Proven experience devising and implementing process improvement, key performance indicators (KPI), or related monitoring and evaluation approaches for norms and standards products (N&SPs).
  • Demonstrated experience managing human and financial resources.
  • Demonstrated experience at the international level.

Desirable: At least 5 years of working experience in the UN or International Organization context.

Skills

  • Concrete skills in the planning and implementation of a public health or disease control programmes.
  • Strong skills in the area of developing and establishing polices and strategies.
  • Ability to engage and communicate effectively and diplomatically with internal and external partners.
  • Commitment to collaborate effectively with other key partners in other technical areas of work in support of their products and goals.
  • Experience in developing guides and processes to ensure use/adaptation of technical content in high and lower resources environments.
  • Proven experience devising and implementing process improvement, key performance indicators (KPI), or related monitoring and evaluation approaches for norms and standards products (N&SPs).
  • Knowledge of WHO’s policies and programmes is an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4358 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
