Result of Service

The consultant will work in collaboration with the Project Coordinator in Cuba, who will overview the work and the compliance with the deliverables´ requirements. Those deliverables will be reviewed and certified within a period of no more than 5 days, after their receipt by the Project Coordinator. The services provided by the consultant will be under the technical supervision of the Project Coordinator in Cuba, and the general supervision of UNEP-CCC. In all cases, the product is considered completed after the technical review and approval of the Project Coordinator in Cuba (Cuba Focal Point) and the approval of UNEP-CCC.

Duties and Responsibilities

The project cooperation agreement between the United Nations Office for Project services (UNOPS) and the Center for Information Management and Energy Development (CUBAENERGIA) in connection with the implementation of the ICAT project in Cuba proposes to strengthen the country capacity for monitoring, review and verify the climate relevant information to ensure transparency consistent with the national frameworks, and international standards. One of the objectives of the second phase of ICAT in Cuba focuses on carrying out studies to increase of the ambition of the country’s mitigation contributions. In support of the achievement of the objectives and expected results of the project, a consultancy is requested to prepare and present a proposal for the new NDC contribution with greater ambition for the energy efficiency component. This position is for Mitigation advisor/Mitigation Energy consultancy (Consultant to elaborate a technical proposal for a contribution with greater ambition for the energy efficiency). The incumbent will undertake a part-time assignment to perform the following tasks and functional responsibilities: a) In coordination with CUBAENERGIA and UNEP-CCC, develop a background analysis for a new NDC contribution with greater ambition, b) Organize and conduct a workshop with relevant stakeholders, to discuss and identify potential attenuation options for increasing NDC ambition. c) Prepare a technical proposal for a new attenuation target for energy efficiency household sub-sector. d) Organize and conduct a workshop with relevant stakeholders, to share and collect inputs for increasing NDC ambition. e) Present the relevant findings and proposal to CUBAENERGIA and integrate the final comments including from relevant authorities after final consideration on their side. In this context, the incumbent is responsible for the development of the following deliverables: • P1: Scoping Report corresponding to a workplan including the activities and timeline for the work, • P2. A report for the workshop with relevant stakeholders from Energy and AFOLU sectors to o discuss and identify potential mitigation measures for increasing NDC ambition – related to activity b above, • P3. A document that contains the projections of a mitigation scenario with the potential additional mitigation measures identified from Energy and AFOLU sectors (until 2035) – related to activity c above, • P4. A report for the workshop with relevant stakeholders to receive inputs to prepare a technical proposal for a new attenuation target for energy efficiency household sub-sector- related to activity d above, • P5. Document containing a technical proposal for a new attenuation target for energy efficiency household sub-sector- related to activity c, d and e above.

Qualifications/special skills

  • Advance university degree (Master’s or equivalent), in areas related to energy, climate and environmental policies, plans and strategies or related fields. • A minimum of 5 years of work experience on climate change policy and legal issues. • A minimum of 5 years of work experience on energy planning. • Experience in the formulation of MRV frameworks or related instruments. • General knowledge about the national legal and institutional system, with particular attention to energy, climate policies and legal frameworks. Key Competencies a) Analytical capacity and power of synthesis. b) Report writing and attention to detail. c) Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. d) Abilities to successfully conduct activities like workshops, seminars and others related. e) Management of MS Office, Internet and electronic means of communication.

Languages

  • Fluency in Spanish (spoken and written). Knowledge of English.
