The Role:
TEAM PURPOSE:
The Yemen Protection Teamwork in close collaboration with Oxfam programme teams at the country office and field offices, as well with our local partners; to contribute to the effectiveness of Oxfam’ protection work and humanitarian response in the country.
Ensuring that Oxfam response is implemented in line with Oxfam’s policies and protection guidelines, that includes the ICRC professional standards, the IASC guidelines in protection, along with sphere protection principles and other relevant guidance notes from the clusters, in order to ensure high quality response and impact.
JOB PURPOSE:
To promote Oxfam’ role and capacity, to deliver first- and second-line protection response, ensuring that Oxfam is in a better place to respond to the protection needs of the conflict affected – host and IDP communities in a timely and appropriate manner.
This will be undertaken by following up Oxfam’ protection country strategy with main focus on; improving the centrality of protection and the integration of protection and safe programming in Oxfam humanitarian response of WaSH and EFSVL, that includes the implementation of community-based protection activities.
DIMENSIONS OF THE ROLE:
Maintain and manage the development of improvements to the department’s services, procedures and systems. Some limited line management or supervision of level E/F employees and volunteers. Draws from a variety of information sources to inform individual and group decisions. Solving problems of a varied nature and resolving day-to-day problems without upward referral. Impact of this role is significant within the department and may have wider, organizational impact. At Oxfam, our job profiles provide a guide to what might be expected in the role. KEY RESPONSIBILITIES
Programme Implementation:
- The implementation of protection projects and activities, under the supervisor of the senior protection officer.
- Promote safe programming and conflict-sensitive approaches in Oxfam protection interventions.
- Support the Senior Protection Officer to ensure appropriate integration and mainstreaming of protection through all programme activities.
- Coordinate and organize regular internal mapping of services available in the area of intervention.
- Support the implementation of PDMs surveys to determine the impact of cash assistances, and the beneficiaries’ feedback regarding access and other topics.
- Establishing community-based protection committees and Improve internal protection capacity of the community and government authorities.
- Conduct Field Visits 3-4 times per week to villages, urban areas, and informal settlements to meet with persons of concern within the community and identify individuals at risk and humanitarian needs.
- Prepare and organize community consultations and community-based orientation sessions, in coordination with Oxfam team(s) and partners.
Advocacy and Research:
- Participates in updating the protection risk analysis for the protection threats and concerns (including GBV) that IDPs and Host
- Community are at risk of or encountering, or could face, due to Oxfam work.
- Support protection-related advocacy research and surveys in coordination with the Protection team and the Policy team.
Coordination and Communication:
- Liaise with logistic and procurement to ensure protection activities have the required resources in good time. Complete and keep records of the necessary paperwork.
- Build and maintain good communication and close collaboration with the local partners and authorities, in order to contribute to a coordinated humanitarian response.
MEAL and Reporting:
- Conduct Site Visits to the intervention sites to ensure protection and humanitarian standards are adhered through direct observation or FGD
- Prepare weekly and monthly plans

An ideal candidate for the role will also be / have:
Essential
- Demonstrable experience (minimum 2 years) in working with communities in humanitarian, specifically experience on protection programs and activities that include referral, psychosocial support, child protection and community-based protection approach, etc.).
- Ability to plan, priorities and organise own and others’ work
- Able to communicate instructions and objectives clearly
- Keeps abreast of internal and external events that may influence role
- Anticipates outcome of activities and uses initiative to achieve targets
- Actively promotes high standards and continuous improvement
- Continually seeks out most efficient use of resources
- Pro-actively adapts and improves standards and working practices
- Written and oral Arabic and English
Desirable
- Field experience working on gender issues in WASH, EFSVL, protection, and GBV prevention and response.
- Field experience in implementing gender-targeted actions in a humanitarian setting.
- Experience in responding to climate-induced disasters and understanding IDP setting.
- Experience in organizing women’s groups and engaging with men at the community level
Organisational Values:
- Social science or Psychology or any relative bachelor’s degree
- Good understanding and knowledge protection concerns, including GBV issues.
