The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the Organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.Within the Communications Directorate, the mission of the Digital Communications, Web and Publications division is to drive the development of communications plans, design and deliver cutting-edge digital communication and outreach products and services, including the OECD website, data visualization, videos and others. The division will serve both corporate priorities and Directorates needs for their communications to specialised audiences through a competitive portfolio of communications products and services.Specifically, the division will work with communicators across the Organisation (ONE communications function) to:
- Support the development of the corporate communication plans as coordinated by the Editor in Chief, in full collaboration with Directorates, both focusing on corporate priorities and supporting directorates specialised audience priorities on demand. Implementation of communications on corporate priorities is to be undertaken in close collaboration with the divisions on Media, social media & external engagement and Communications impact, standards & capacity building to ensure the strategic alignment of the corporate narratives.
- Define digital strategies, policies, standards, and processes to enable the production of digital communication and its dissemination on digital platforms with quality and consistency in coordination with the Division on impact, communications standards & capacity building
- Define a corporate offer of communications and publications services adapted to the Organisation’s needs with adequate service level agreements, pricing strategy and direct billing mechanisms for directorates to support revenue generation for the Communications Directorate
- Act as liaison and partner for Directorates for the development of the sub-areas of the communications plan, and for directorates needs for the implementation of directorates specialised priorities
- Design digital communications proposals to support corporate and Directorates’ communications plans with appropriate communications products & services
- Create corporate creative and compelling digital and data products to engage and reach target audiences through OECD digital platforms, in collaboration with directorates.
- Design and manage a-state-of-the art OECD-wide web presence, work with internal stakeholders, OECD-wide community of Communications experts, and external partners to build long-term capabilities for OECD web properties, maximize OECD content discoverability and increase audience engagement; manage digital communications infrastructure, workflows, and systems
- Centrally manage, produce, and disseminate OECD publications in high quality formats through OECD.org and non-OECD channels.
Job DescriptionThe Directorate for Communications is looking for a Web Design Engineer who will work in the Digital Communications Solutions Design unit of the Digital Communications, Web & Publications division and be responsible for conceiving, building, maintaining and continuously improving communications and dissemination solutions, where in-house processes and platforms coexist with externally hosted third-party services. S/he will work under the supervision of the Head of Digital Communications Solutions Design unit.Main Responsibilities
- Play a constructive role in the transformation of the OECD communications function, contributing to an agile, collaborative and supportive culture marked by positive interaction and accountability among colleagues
- Ensure good collaboration with other divisions of COM to ensure strategic alignment
- Work closely with all relevant teams in order to understand web communication and dissemination needs and take active part in the building of new projects requiring technical assistance.
- Translate the functional web products roadmap into a technical roadmap and work with the Digital Product managers to develop a detailed implementation plan.
- Maintain the design system of the new web content management system and develop new design components as needed in coordination with the product managers in charge of design evolution.
- Develop new features for the Organisation’s corporate web platforms to make sure it is modern, performant and secure. Ensure the architecture is scalable and future-proof.
- Use a DevSecOps approach to ensure product quality at all technical levels, from development to testing and deployment in production, including security and privacy by design.
- As a FullStack developer, design the overall architecture of new web applications, from database design, to website technologies, to deployment methods.
- Explore new technologies and identify emerging trends and opportunities through constant technology watch to proactively improve the existing solutions.
- Develop on-demand proofs of concept using a “test and learn” and user-centric approach to support the Division’s innovation strategy.
- Adopt a continuous improvement culture focused on problem solving to improve quality, efficiency and time-to-market of web developments.
- Assist Digital project managers and Digital Product managers with technical advice for their projects in their different phases.
- Develop technical requirements for market consultations and call for tender processes for web and digital agencies, new tools and platforms, in liaison with corporate IT services as needed.
QualificationsAcademic Background
- Advanced university studies in Computer Science, Information Systems, Engineering or an equivalent experience.
Professional Background
- Minimum 5 years’ experience in areas related to web application development design, content management & dissemination solutions, integrating design & implementation.
- Deep understanding and knowledge of software application and database design, mastery of NoSQL database architecture (especially MarkLogic, but also SQL databases), Restful API design and implementation.
- Hands-on experience in continuous improvement methodologies (Agile like Scrum or Kanban, DevOps, Lean).
- Experience in managing IT indicators to monitor IT environments.
- Experience in successfully leading change in a complex environment across multiple processes, changing requirements, data models and technologies.
- Significant project or product management experience and experience in international environment are assets.
- Technical expertise and tools
- XML technologies, among them: XQuery, XSLT, XPath, XSD Schema
- NoSQL databases like MarkLogic database, MongoDB database
- SQL databases like Microsoft SQL Server, MySQL
- Scripting languages such as C#, PowerShell, Ant
- Web technologies (HTML, JavaScript, CSS, Node.js, React)
- Building and consuming RESTful APIs
- DevSecOps via Jenkins pipelines, GitHub actions or similar approaches
- Code management via Git or Subversion
