The Department of Public Safety is seeking qualified candidates to join our team as Human Resources Manager. This position offers a unique opportunity to make a significant impact on our department’s success by providing comprehensive HR support in a management role.
The selection process will include a comprehensive review of all applications and resumes. Selected/qualified candidates will be invited to participate in the next stage of the selection process. This may include one or more interviews with a hiring panel for an in-depth interview, background check, pre-employment drug test, and any additional requirements.
Candidates applying for positions within the Division of Police will be required to complete an extensive Personal History Questionnaire and successfully pass a polygraph examination.
The selection process typically takes between 3 weeks and 3 months to complete.
Under general direction, is responsible for administering the human resources functions for a department, division, or agency or is responsible for administering a specialized human resources activity for a department or the City; performs related duties as required.
Examples of Work
(Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)
Serves as an advisor to management on matters related to human resources;
Participates in departmental/divisional reorganizations; ensures proper utilization of class plan by analyzing position requirements and responsibilities; provides feedback regarding current and proposed content of class specifications;
Complies with federal, State, and local employment laws and regulations by studying existing and new legislation, anticipating new requirements, enforcing adherence to requirements, and advising management on needed actions;
Ensures compliance with labor contractual agreements by monitoring and implementing contractual requirements, conducting investigations, and representing the department/division at all stages of the disciplinary and grievance process;
Administers or oversees all aspects of the appointment process to include new hires, promotions, demotions, suspensions, and terminations;
Investigates employees whose behavior may violate City work rules and holds hearings that could result in disciplinary action;
Prepares special reports by collecting, analyzing, and summarizing information and trends;
Keeps management informed, in a timely matter, of all situations, which could affect the accomplishment of goals and objectives;
Reviews and/or makes recommendations to departmental/divisional policy and procedures pertaining to human resources;
Maintains personnel records by developing and enforcing filing and documentation systems;
Maintains open communication channels with employees and managers by answering questions, explaining policies and procedures, and disseminating updated personnel related information.
Minimum Qualifications
Possession of a bachelor’s degree and three (3) years of professional human resources experience in a human resources office, company, firm, or department. Substitution(s): A master’s degree in a human resources related field may be substituted for one (1) year of the required experience.
