Philippine Nationals Only
Oxfam is a global movement of people working together to end the injustice of poverty.
About Oxfam Pilipinas
We seek lasting change. We at Oxfam Pilipinas dream and work for a future where Filipinos are free from poverty. For more than 30 years, serving in a country where close to 27 million now live in poverty, we have relied on the power of people to carry out programs designed to achieve our shared vision. Central to our strategy is working with partners to transform the unequal power relations, structures, norms, and values that cause poverty and inequality, including gender-based violence and injustice.
We strive to apply a feminist lens to all our analyses and actions. We seek to save lives, provide access to services, and reduce the impact of disasters, particularly on the most vulnerable and disadvantaged. We belong to the larger Oxfam family of over 20 organizations networked with partners and grassroots communities in all corners of the globe. We are part of a global movement for genuine change, seeking to rid the world of the scourge of poverty, with gender justice at the core of what we do.
Background
Oxfam Pilipinas partnered with four (4) local civil society groups in the Philippines – the Center for Disaster Preparedness (CDP), People’s Disaster Risk Reduction Network (PDRRN) Inc., Grameen Philippines, and Sentro sa Ikauunlad ng Katutubong Agham at Teknolohiya (SIKAT) – to implement the second phase of the Strengthening Harmonized Action for Disaster Preparedness, Response, and Recovery (SHARPER) project. The project aims to ensure local humanitarian actors operating within thirty-two (32) vulnerable communities in the Philippines have enhanced capacities for disaster preparedness and effective early warning systems to reduce the impact of disasters, and are better equipped to lead response and recovery efforts in the event of emergencies in coordination with local authorities. In view of this, a baseline study is being proposed to gather relevant information around ten (10) project donor indicators and ten (10) country-specific indicators on the project’s four (4) outcomes.
The proposed baseline study to provide an understanding of the current condition of the target communities in terms of capacities of local DRR and humanitarian actors, functionality of DRR governing bodies, relevance of local DRRM plans to the needs of vulnerable groups, support to and enabling context for local DRR and anticipatory action, women’s leadership in the local DRR and humanitarian sectors, communities’ access to critical goods and supplies during emergencies, presence and value-added of nature-based conservation enterprises, systematization and uptake of DRR knowledge, and impact of anticipatory actions to vulnerable communities. The proposed baseline study will mainly involve the collection of various means of verification for identified project indicators, focus group discussions and in-depth interviews with members of DRR bodies, women and other vulnerable groups in partner communities, and local authorities, and independent assessment of the partner communities’ state based on given rubrics.
In view of these, Oxfam Pilipinas proposes to contract a consultant to further design and conduct the baseline study. The present Terms of Reference (ToR) outline key parameters of the engagement.
Scope of Work
Expected deliverables from the engagement will include the following:
- Inception report. Not more than ten (10) pages. It should outline partners’ and consultant’s understanding of the baseline study’s rationale, objectives, methods, and other parameters. With draft data collection tools, initial results of document review, detailed work plan, and data protection and management plan. Initial draft of report for review by project partners and Oxfam Pilipinas, and to be revised accordingly towards preparation of the final draft.
- First draft of the baseline report. The report should not exceed fifteen (15) pages, excluding annexes. To include an executive summary, brief background on the SHARPER 2 project, concise presentation of baseline research methodology, and key baseline findings, analyses, and recommendations. Draft baseline report should be submitted to the project partners and Oxfam Pilipinas for review and feedback, towards a final draft for submission to the ACT project management unit (PMU) and MEAL focal.
- Final draft of baseline report and KPs. The final draft of the baseline report should stem from feedback of project partners, the Oxfam Pilipinas program teams, and regional MEAL focals on the first draft of the report. Report should not be more than fifteen (15) pages, excluding annexed materials. Apart from the final report, consultants shall produce knowledge products to help in facilitating dissemination and uptake of the baseline findings among other actors.
