Call for Consultancy – research on the situation of unaccompanied and separated children seeking asylum in Poland after entering irregularly through the Belarus border, 2024.Background:From January 1 to May 22, 2024, 129 individuals identified as unaccompanied children upon crossing the Polish-Belarusian border. While not all were classified as children by the Border Guard, there has been a rise in unaccompanied and separated children (UASC) placed in institutional care near the border. In Podlasie alone, 38 UASC were placed in care facilities, with none in family-based foster care. Limited data is available on the situation of these children, many of whom lack access to legal aid, information, psychosocial support, and opportunities for family reunification.Save the Children Poland plans to conduct a situation analysis to understand the risks and protective factors faced by UASC, informing future programs and initiatives. We are seeking experienced consultants or organizations with expertise in migration and child protection to conduct this research.Objective of the research:

  • Initiate discussions on systemic changes needed in the care of UASC.
  • Highlight the importance of legal representatives and custodians.
  • Identify risks related to onward journeys of unaccompanied children.

Scope of Work:Detailed scope and guidelines are outlined in the Terms of Reference (Annex 1). Please pay special attention to the “Evaluation criteria” – these are the criteria based on which the offers will be compared.Duration:
