Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.The Communication Directorate is responsible for Integrated and Strategic Communication direction and guidance, and provision of communication capabilities and information function, as they relate to Alliance operations, policy, exercises and defence planning during peace, crisis, and conflicts.The Public Affairs Branch is responsible for public communication efforts within the HQ and for the development and co-ordination of Public Affairs messaging across Allied Command Operations (ACO).The Digital Media Manager will work within the Digital Media Section and manage and analyse SHAPE J10’s digital media outputs across all digital media platforms ensuring that all BACO requirements are satisfied and J10 is prepared for conflict if required.Principal DutiesThe incumbent’s duties are:1. Manage and Analyse digital media engagement data to develop an understanding across a wide range of digital media platforms, using that understanding to both create new ways to use existing platforms and expand the set of platforms used.2. Manage and Analyse ACO social media efforts using quantitative and qualitative information, such as engagement data and measurements, developing reports for the CPAO and J10 StratCom Director to best support NATO activities, missions, and issues of concern.3. Synchronize social media data analytics with IEA as required4. Responsible for ensuring that ACO content reflects audiences’ needs and NATO messages.5. Plans and creates engaging multimedia content using graphic design, photo and video editing software and techniques to tell the NATO story.6. Engage with audiences, receive, synchronize, and respond to new queries received on ACO social media platforms.7. Synchronize and align SHAPE queries with ACO JFCs and Component Commands.8. Support DIR J10 StratCom across NATO on social media issues: serving on workgroup, briefing leadership.9. Manage ad-hoc inquiries to define, monitor and develop suitable digital Key-Performance-Indicators (e.g. reach, video views) in close coordination with our subordinate teams.10. Develop social media SOPs, Tactic technics and procedures to share with JFCs and Component Commands.11. Undertake additional duties and assume other responsibilities as directed by the chain of command.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.Essential QualificationsA. Professional/Experience1) Minimum of 2 years’ experience in composing and developing social media strategies and policies for relevant social media audiences and demographics.2) Minimum 2 years’ experience in compiling social media analytic reports and skills in data analysis to interpret statistics.3) Experience in building and nurturing online communities, to encourage community interactions and engagement4) Possess excellent analytical and conceptual skills for planning impactful social media campaigns, with experience covering major events such as military exercises, product launches, or large-scale sporting events.B. Education/TrainingUniversity Degree in sociology, behavioural science, information science, management information systems, information technology, digital publishing or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.C. LanguageEnglish – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional Experience1) Minimum of 1 year experience with paid advertising strategies on social media, including A/B testing and audience segmentation.2) Knowledge of emerging AI-driven platforms for automating social media workflows.3) Experience in Graphic Design using tools like Canva, Adobe Photoshop, Adobe Illustrator and/or Video editing software4) Experience within military, joint multinational, or international organisations ideally within public affairsB. Education/Training1. NATO Stratcom Foundation Course provided by NATO – School Oberammergau (NSO) or equivalent.2. NATO Media Operations Course provided by NATO – School Oberammergau (NSO) or equivalent.Attributes/Competencies1. Personal Attributes: The incumbent will need to display a high degree of professionalism, technical expertise, organisational, coordination and communication skills in the performance of their duties. The post requires a creative self-starter, analytical and technical skills, data visualization management, and conceptual thinker. Team worker2. Professional Contacts: Regular professional contacts with others inside and/or outside the immediate organisation on functional matters. Solicits/gives information and provides advice/guidance. May negotiate at own level and should use initiative for creative solutions. Could commit the organisational element to a course of action. May involve working contact with representatives of member or partner nations. Requires normal courtesy, understanding and tact in dealing with others.3. Contribution to Objectives: The work involves the analysis and research of the complete task with recommendations affecting the plans and management of the ACO’s Digital Media channels. The results should optimize J10 outputs to fully achieve its requirements for digital communications.4. The delivery of this objective is critical to the ability of SHAPE J10 STRATCOM to succeed with tits missions and ultimately for NATO to fulfill its obligations related to communications. Recommendations made by the individual and her/his ability to influence NATO authorities to address identified opportunities and risks, and implement suggested recommendations may affect the realization of command and control objectives at all levels of NATO command.REMARKS:Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
