Post ContextThe mission of the JATEC as one of the strategic pillars of the NATO – Ukraine evolving jointness is to provide for the NATO – Ukraine interoperability, to contribute to the development of NATO and Ukraine’s transformation in defence, deterrence, crisis prevention, crisis management and cooperative security, and helping Ukraine achieve membership of NATO. By fostering a Joint civilian-military and Joint NATO – Ukraine approach, the JATEC aims to strengthen the overall defence capabilities and strategic alignment of NATO and Ukraine, ensuring they are better prepared to face current and future challenges.The Command Group provides general support, coordination, management, administrative service and specialist advice to Commander JATEC.The Office of the Commander (O/COM) provides support to the Commander (COM) in order for the COM to carry out roles and missions assigned by the North Atlantic Council (NAC), NATO-Ukraine Council (NUC) and as directed by Supreme Allied Commander Transformation (SACT).Staff Advisory Group (SAG) provides a functional grouping of different competencies (Legal, Engagement, Finance, Gender Advisor, and Liaison).The Office of Engagement (O/E) ensures that NATO’s strategic plans align with its overall goals, working closely with senior leaders and outside partners to guide future military activities.The incumbent directs, support the plans and executions of the JATEC’s engagements in support of JATEC objectives.Principal Duties:

  • Assists with the planning, coordination and delivery of pro-active internal and external information campaigns to target audiences, which can be allied, international, regional, local or internal, depending on the issue or activity.
  • Participates in the management and administration of all engagement/Public Affairs activities at the JATEC
  • Provides journalistic support, developing ideas for news articles and writing feature articles and editorials, including external publications; communicating accurate information in a timely manner using both online and print communication tools; arranging and conducting interviews.
  • Creates and reviews scripting, editorial work and graphic design layout.
  • Developing and maintaining relations with local and international media, supporting all engagements activities to improve public awareness, promote JATEC and enhance organisational credibility.
  • Preparing JATEC Annual PA Plan and the JWC Annual Communication Plan.
  • Initiates Press Releases and News Advisories.
  • Managing and updating the JATEC’s official public website, updating news and historical/factual content and design of the JATEC’s official Internet Website, disseminating web-based material, including other functional updates for the JATEC.
  • Maintaining and updating JATEC’s official Social Media site, including research.
  • Providing photojournalism support during the preparation and execution of events.
  • Reviewing and providing input to the content and design of JATEC’s internal publications, all other external command information products, including graphics and text, maintaining JATEC’s corporal identity.

Essential Qualifications / Experience:

  • University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Six years’ experience at the managerial level in a dedicated Public Affairs field or in an equivalent corporate function, to include the preparation and delivery of final draft press releases in the English language.
  • Four years’ experience as a journalist or press affairs officer working with international media, preferably in the defence field.
  • Two years’ experience as spokesperson.

Language:English – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:

  • Previous work experience with a HNs, GOs, NGOs, IOs.
  • Excellent knowledge of social media and online channels.
  • Formal training in Public Information/Affairs.
  • NATO Orientation Course (ETE-MW-3834) provided by NATO – School Oberammergau (NSO)

Attributes/Competencies:Personal Attributes:

  • The incumbent must demonstrate excellent speaking and presentation skills, effective project management skills, interpersonal tact and the ability to work in a fast-paced, changing international environment. The candidate must be comfortable dealing directly with individuals holding all ranks on a daily basis.
  • Excellent interpersonal skills, government relations and management experience are essential to this position, as well as the need to communicate clearly and concisely both orally and in writing. Candidate must be able to develop internal and external contacts in a professional manner.

Managerial Responsibilities:

  • Support the JATEC spokesperson in representing the HQ in the public’s eye. Support the management of the organization of media events and press releases.

Professional Contacts:

  • In the provision of PI advice, contacts are mainly at a higher level within and external to the JATEC. Deals frequently with members of the public and members of the international press and other media organisations. Liaises frequently with HQ SACT COMMS Branch to ensure information campaigns are coherent with ACT and NATO vision and priorities.

Contribution To Objectives:

  • The incumbent supports the Engagement Head in JATEC across a spectrum of public affairs, corporate communications and community management duties. This billet directly impacts the success of the Commander via the communications programmes for JATEC, ACT and NATO.

Security ClearanceThe successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
