Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.MSF Operational Centre Brussels is looking for a:Emergency Pool – Mobile Human Resources Coordinator (m/f/x) – MSF BelgiumCONTEXTWithin the Operations Department of MSF Belgium (Operational Center Brussels – OCB), our Emergency Pool (E-pool) has as primary function to intervene directly and quickly with medical activities in crisis situations such as conflicts, epidemics, outbreaks and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.The E-Pool consists of Emergency Coordinators and specialists based in Brussels as well as an Emergency Pool Mobile Team composed by 25 to 30 emergency responders (E-Pool Mobile Coordinators and technicians) coordinating emergencies in the countries of MSF intervention. An ad hoc task force may be created inside the E-Pool for specific and acute emergency operations.Members of the E-Pool Mobile Team travel at short notice to any context where the E-Pool is leading interventions, operating in a roving capacity. For at least 70% of the time, they undertake successive several short-term assignments between 6 weeks to 3 months, though in exceptional cases, it may extend beyond 3 months. In between assignments, they focus on briefings, debriefings, report writing, trainings or work on specific files, tools, etc. They may, in exceptional circumstances, be requested to work remotely, either to support a country of intervention or to focus on specific transversal topics.As Emergency Pool Mobile Human Resources Coordinator (HRCo), your main objective is to successively carry out short-term assignments in countries and projects led by the emergency pool in Brussels.Priority will be given to assignments in emergency interventions on HRCo positions, but other HR positions cou ld also be covered to support more directly the project. While being in the programs, the normal hierarchy exists, thus line management by Project Coordinator and technical support by Country responsible. The two HR Officers of the Emergency Pool define the priority of assignments.MAIN RESPONSIBILITIES
- Open and close emergency interventions and projects
- Be an active member of the Country Coordination Team, contributing to program objectives definitions and strategic plans
- Be responsible for all human resources management and administrative issues ensuring they are aligned with legal requirements, HR vision and Responsible Employer frame
- Contribute to planning and definition of human resources, analyzing local capacities and supporting on identifying the optimum team set-up to properly achieve program objectives
- Adapt HR policies to the emergency operational needs while ensuring the respect of MSF standards
- Provide advice and technical expertise to the Country Team, in order to design job profiles, organizational charts and decision-making channels
- Be responsible for the follow-up of the HR budget and plan and accountable for both
- Define HR strategies to ensure counting with the capacities and competences needed, in the short, mid and long term (recruitment, remuneration, management and learning & development plans).
- Ensure that local and regional staff in the country of interventions is properly recruited and that all staff is managed according to MSF HR vision, policies and values, and provides support and technical advice to MCT in order to grant fulfilment and coherence.
- Define, approve and/or coordinate the implementation of career development programs to high potential collaborators in order to increase long term commitment and contribution.
- Define and coordinate the local implementation of a fair rewarding policy in the country of interventions in accordance to MSF policies and local regulations checking monthly calculations of salaries and taxes, in order to ensure internal equity, adequate competitiveness and legal compliance.
- Supervise administrative processes for all staff and manage conflicts when they appear, in order to ensure labour legal compliance and to improve employer branding awareness
REQUIREMENTSEducation & Experience
- Master degree in HR management/administration/political science is essential
- At least 2 years international experience in MSF projects as HR manager, of which minimum 12 months of experience as HR Coordinator or Project Coordinator with MSF is essential
- Experience in emergency context and interventions mandatory

CONDITIONS
- Expected starting date: As soon as possible
- Location: Mainly carried out in the countries of intervention (all contexts) – based in the country of residence in between assignments
- Mobility: At least 70% in MSF projects
- Contract type: Fixed term contract – Full time
- Contract length: 12 months
- Salary as per MSF international salary grid
- The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
- Medical Insurance 100% covered as per international package
- 45 paid leave days
- Accomplishment bonus of 1.5 month salary upon completion of 12-month contract
- No family position
