Background

 

Women’s Empowerment for Leadership in Development and Peace in the Bangsamoro (WELD-Peace) Project Phase 3 is a two-year project (Nov 2023- Dec 2025) being implemented by Oxfam Pilipinas (OPH) together with four (4) partner civil society organizations (CSOs) and network- Al-Mujadilah Women’s Association (AMWA), United Youth of the Philippines – Women, Inc. (UnyPhil-Women), Women Engaged in Action on UNSCR 1325 (WE-ACT 1325), Community Organizers Multiversity (COM) and Humanity Inclusion (HI). The project covers thirteen (13) municipalities and two (2) cities in three (3) provinces of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) – Lanao del Sur, Maguindanao del Sur and certain barangays in the Special Geographic Area (SGA).  

With support from the Australian Government’s Department of Foreign Affairs and Trade (DFAT), the overall objective of the project is to support improvement of peace and stability in BARMM by empowering women and other vulnerable groups to claim their rights and advocate for an inclusive, gender responsive and accountable governance in BARMM. 

As part of their inception processes, the project partners and Oxfam Pilipinas decided to commission a local baseline study that aims primarily to determine and/or validate initial conditions for indicators of project results and gather other key information about prospective project participants and gendered contexts of partner communities. As such, the proposed baseline research is expected to inform the enhancement of WELD 3 strategies, subsequent tracking and assessment of project results and impact, and Oxfam Pilipinas’ and partners’ programming around women empowerment in BARMM.  The present Terms of Reference outlines the said study’s objectives and parameters.

 

 

Scope of Work

Expected deliverables from the engagement will include the following:

1. Inception report.  Not more than ten (10) pages.  Should outline the consultant’s understanding of the baseline study’s rationale, objectives, methods, and other parameters.  Draft research tools, detailed work plan, and data protection and management plan (including informed consent forms, and provisions for the storage and handling of audio and video recordings and transcripts, photo documentation) may be annexed.  Initial draft of inception report for review by partners and OP, and to be revised accordingly.   

2. Baseline research report.  Not more than fifteen (15) pages, excluding the annexes.  To include an executive summary, brief background on the WELD 3 project, concise discussion on the baseline study – rationale, objectives, and methods, key findings (around the identified project indicators and additional research questions), and recommendations.  Consultants should optimize use of summary tables, charts, graphs, and visuals to present a good, compact report.  Detailed findings should be annexed.  A draft should be submitted to Oxfam Pilipinas for review by project partners, and subsequent revision for the final research report.

3. Presentation deck.  Deck used by consultants in presenting the key findings to partners and Oxfam Pilipinas team during the sensemaking may be revised and submitted as part of outputs.

4. Baseline results brief.  Not less than four (4) pages, excluding diagrams and charts.  Should provide a brief backgrounder on the WELD 3 project and baseline research, outline its key findings, and highlight recommendations or implications for programming, policy influencing, and future learning and/or research initiatives.

Period of Engagement :  April 15, 2024 until June 30, 2024

Budget

The consultant will be paid a total professional fee of Php 280,000.00 gross and Php 120,000.00 net for the operational expenses (enumerators per diem, travel costs, etc.).
