Draft Project Concept Note on a topic identified by the National TNA Coordinator for Lesotho, to be submitted to a climate change financing institution.

Duties and Responsibilities
To support and facilitate the TNA process, under the direct supervision of the TNA Coordinator in Lesotho, we are looking for a Concept Note Consultant for the execution of activities in relation to climate change adaptation. Building on the technology Needs Assessment (TNA) report, and the concurrently developed Technology Action Plan (TAP) and project ideas for Lesotho, the consultant will develop a project concept note for “Water harvesting for household and irrigation supply” in the chosen funding agency’s format. The Consultant will work under the supervision of the TNA Project Coordinator, while receiving guidance and regular feedback from the Planning Unit (in the Ministry of Environment and Forestry), UNEP-CCC and University of Cape Town (ACDI) on work performed.
Qualifications/special skills
• At least Master’s degree (Preferably a PhD) in water resources management, agricultural economics, rural development, climate change, meteorology or related. • A minimum of 4 years’ relevant work experience in relation to climate change adaptation, Agriculture and Water is required. • Experience in climate finance and developing financial models. • Experience in estimation of socio-economic impacts. • At least two previous similar assignments related to concept notes development. • Demonstrated experience in coordinating and drafting of concept notes related to climate change adaptation, agriculture and water issues. • Demonstrated previous experience in leading and facilitating high-level multi-stakeholder consultative processes to elaborate policies and programmes. • Skills and experience in facilitating internet-based virtual meetings and stakeholder consultation processes. • Experience and knowledge of UNFCCC financial mechanisms (LDCF, GCF, AF, SCCF etc.) Competencies: • Excellent communication skills (written, spoken, composing, presentation) and ability to share expertise for capacity building; • Excellent interpersonal skills including the ability to pose questions, listen, evaluate and capture opinions, suggestions and comments, both orally and in writing, in a clear and persuasive style tailored to match different stakeholders. • Excellent computer skills, in particular mastery of all applications of the MS Office package, working knowledge of computer spread sheets and accounting software packages; • Political and cultural sensitivity and commitment to Government’s development objectives in the country; • High integrity, strong result orientation, drive for excellence and takes initiative; • Seeks and applies knowledge, information, and best practices; • Ability to manage competing demands and meet deadlines; • Proven networking, teambuilding, organizational and communication skills.
