Background

 

As the Oxfam Pilipinas country team embarks on its application process for full membership status within the global Oxfam confederation and fully transitions to its portfolio management system, there is a need to carefully assess results and impact of its past programs and draw out insights that could inform future work with partners. In line with the Oxfam confederation’s new Global Strategic Framework or GSF (entitled Fight Inequality: Together, We Can End Poverty and Injustice, 2020-2030), the country team has also recently drafted its own country strategy paper (“Patas na Bukas: The Future is Equal – Together we can end poverty and injustice”, 2022-2027), outlining desired immediate to long-term outcomes along its three (3) new portfolios – resilience, gender justice, and humanitarian.  As locus for Oxfam Pilipinas’ programming within the next five (5) years, these portfolios’ theories of change would benefit from a systematic review of gains, shortfalls, and insights from previous programs.

 

For the past eight years since April 2015, Oxfam in the Philippines as Oxfam Great Britain’s office in the country has been implementing the Economic Justice (EJ) program with its target impact of contributing to the reduction of inequality and vulnerability among people living in poverty within partner communities.  Towards this goal, the Oxfam country teams and program partners have set for themselves four (4) long-term or final target outcomes which are:

 

  • Rural and urban poor and most vulnerable women assert their power in markets and households, have control over productive assets and benefit from social protection
  • Vulnerable households have their land, common property, and livelihood rights upheld
  • Adaptation and risk reduction plans are adequately resourced and implemented to reduce risks to agriculture-based livelihood among rural and urban poor
  • Available public, corporate, and civil society resources are invested responsibly to help improve economic conditions of the poor and most vulnerable people/communities
  • In early 2019, the Economic Justice program team went through a midterm review (MTR) with co-steer and inputs from a contracted external evaluator. Following this review, in February 2020, Oxfam in the Philippines’ Monitoring, Evaluation, Learning, and Social Accountability (MELSA) unit conducted a metareview of sixteen (16) selected formal project evaluations and learning reviews done from 2018 to 2020, including findings from three (3) projects under the EJ program. The said metareview and the country team’s subsequent yearend assessment employed the outcome harvesting (OH) approach to capture observed changes in program stakeholders’ behavior, policies, and practices, and the contributions of Oxfam Pilipinas’ and partners’ programmatic interventions as well as other factors in achieving such outcomes.

 

In view of the Economic Justice program’s targeted closure in 2023, and in accordance with the Oxfam confederation’s Common Approaches to Monitoring, Evaluation, Learning, and Social Accountability (CAMSA), Oxfam Pilipinas has planned for the conduct of a final program evaluation with program partners and other key actors.  With funding support from Oxfam in America (OUS)’s Outcomes, Results and Changes (ORC) Evaluation Fund, said evaluation has been targeted for the fiscal year 2023-2024. 

 

It is against this backdrop that the program team intends to engage the services of a qualified and experienced AVP producer to develop an engaging audio-visual presentation on the key processes and results of the Economic Justice Program Final Evaluation, also highlighting the EJ program journey and its transition to its successor program, the Resilience Portfolio, with  a brief introduction of its programmatic goal, thematic priorities and ongoing projects. The video shall also illustrate how the EJ Program Final Evaluation results will or are informing the Resilience portfolio programming.

 

 

 

Scope of Work

The consultant is expected to provide the following services during the engagement:

  • Produce a 6 to 7-minute video highlighting the Economic Justice (EJ) Program journey, the final evaluation key findings and recommendations  and an introduction to the Resilience Portfolio, the successor program of the Economic Justice Program (sample video: https://www.youtube.com/watch?v=CYmPgTRhpPI)
  • Attend and document meetings and workshops related to the EJ Program Journey, findings and recommendations of the EJ Final Evaluation, and its successor program, the Resilience portfolio
  • Review, edit, and include in the final product video clips of past activities related to the the EJ Program Journey, findings and recommendations from the EJ Final Evaluation, and its successor program, the Resilience portfolio
  • Develop and finalize a storyboard and script with English translation  for the video material based on agreement, comments, and approval of Oxfam Pilipinas
  • Record and include a voice over and insert photos in the video where appropriate and as approved by Oxfam Pilipinas
  • Conduct interviews with Oxfam Pilipinas staff and partners as needed for the AVP
  • Draft and add English subtitles to the final video
  • Submit a draft version of the AVP for review and comments of Oxfam Pilipnas’ MELSA team and the Policy, Advocacy, and Communications Unit
  • Submit a final version with and without English subtitles that is approved and signed-off by Oxfam Pilipinas 

Target audiences for this proposed knowledge product includes Oxfam Pilipinas and program partners, civil society organizations, the government, private sector, donors/funding agencies, and other relevant actors and networks within and outside the Philippines.  The consultant shall consider these target audiences in developing the AVP.
