Result of Service

The consultant will work in collaboration with the Project Coordinator in Cuba, who will overview the work and the compliance with the deliverables´ requirements. Those deliverables will be reviewed and certified within a period of no more than 5 days, after their receipt by the Project Coordinator. The services provided by the consultant will be under the technical supervision of the Project Coordinator in Cuba, and the general supervision of UNEP-CCC. In all cases, the product is considered completed after the technical review and approval of the Project Coordinator in Cuba (Cuba Focal Point) and the approval of UNEP-CCC.

Duties and Responsibilities

The project cooperation agreement between the United Nations Office for Project services (UNOPS) and the Center for Information Management and Energy Development (CUBAENERGIA) in connection with the implementation of the ICAT project in Cuba proposes to strengthen the country capacity for monitoring, review and verify the climate relevant information to ensure transparency consistent with the national frameworks, and international standards. In support of the achievement of the objectives and expected results of the project, a consultancy is requested to prepare and present a proposal of a legal framework for an MRV-ETF system, which serve as a basis for the implementation of the State Plan for Tackling Climate Change, as well as for international reporting. This position is for a Data mitigation expert (Consultant to prepare a technical proposal for a climate data and information management platform). The incumbent will undertake a part-time assignment to perform the following tasks and functional responsibilities: a) In coordination with CUBAENERGIA and UNEP-CCC, develop a background analysis for elaborating a proposal for a climate data and information management platform. b) Organize and conduct a workshop with relevant stakeholders, to share and receive inputs for a climate data and information management platform. c) Prepare a full technical proposal for a climate data and information management platform. d) Present the relevant findings and proposal to CUBAENERGIA and integrate the final comments including from relevant authorities after final consideration on their side. In this context, the incumbent is responsible for the development of the following deliverables: • P1: Scoping Report corresponding to a workplan including the plan for the activities and timeline for the work. • P2: A report including the analysis of the national and international climate data and information reporting requirements. – related to activity a above • P3: A report including the analysis of national climate related existing platform and the BTR requirement platform. – related to activity a above • P4: A draft proposal for a climate data and information management platform – related to activity a above. • P5: Workshop with interested parties to share and collect inputs related to the draft platform proposal for climate data and information management – related to activity c above. • P6: Final document containing inputs for a technical proposal for a climate data and information management platform – related to activity c and d above.

Qualifications/special skills

  • University degree, preferably in areas related to management information systems or related fields. M.Sc. desirable. • A minimum of 5 years of work experience on data and information management is required. • Good knowledge of the national data and information management system. • Good knowledge of the national climate legal and institutional framework. • Good knowledge about the ETF of Paris Agreement. Key Competencies: • Analytical capacity and power of synthesis. • Report writing and attention to detail. • Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities. • Abilities to successfully conduct activities like workshops, seminars and other related. • Management of MS Office, Internet and electronic means of communication.

Languages

  • Fluency in Spanish (spoken and written) with knowledge of English is required.
