Definition

The position will learn to become a project manager within the In-House Design Section. This position examines field conditions, recommends maintenance treatments, prepares preliminary design exhibits and drafts final construction plans for the resurfacing, preventive pavement maintenance projects, traffic calming and pedestrian improvement programs. This position utilizes GIS, AutoCad, Bluebeam, and databases and other technical computer programs and resources to generate plans. This position involves a mix of field work for use in design, and office work for drafting plans, details, contract specification, notes, and quantities. 

Under direction, is responsible for performing difficult to complex professional engineering work and/or supervising professional and technical engineering staff; performs related duties as required.

Examples of Work

Directs the activities of an engineering unit involved in the planning, design, construction, maintenance, or operation of Capitol Improvement Projects and/or private developments;

Supervises engineering staff involved in major construction and/or maintenance projects or consultant studies; organizes and assigns work of a project nature; develops the procedures to be used; evaluates project progress and the work of subordinate personnel and, at times, outside consulting firms;

Manages the design of difficult to complex structures, facilities, systems, and equipment;

Directs the preparation of plans, specifications, bids, and cost estimates; prepares, reviews, and/or oversees contracts;

Reviews and inspects construction, maintenance, installation, and consultant work to ensure feasibility and adherence to departmental standards, policies, and specifications; amends current plans and specifications to suit existing conditions as needed;

Operates a computer and mapping software to draw and review maps and plans;

Represents the division by speaking about engineering projects and solutions in meetings with a variety of audiences such as for special project and area civic associations as well as with state, county, and municipal organizations, consulting engineering groups, and contractors;

Responds to requests or complaints from the public by way of telephone or in writing;

Assists with the preparation of the budget for projects or for the division;

Stays abreast of current engineering principles.

Minimum Qualifications

Possession of a valid State of Ohio certificate as a registered Professional Engineer and three (3) years of professional engineering experience which includes some supervisory experience over professional engineers or engineering projects. Substitution(s): Possession of a valid State of Ohio certificate as a registered Professional Engineer (P.E.) and nine (9) years of practical engineering experience, which includes two (2) years of experience supervising Professional Engineers or engineering projects.

Specialization in the discipline for which appointment is being made may be required for some positions and will be incorporated in the job postings, as appropriate.

Possession of a valid motor vehicle operator’s license.

SPECIAL NOTE:

Professional experience is defined as responsible and significant engineering work performed after registration as a Professional Engineer (P.E.). Practical experience is defined as responsible and significant engineering work performed after graduation from an accredited, degreed engineering curriculum.
