Job Description:We are currently seeking a suitably qualified individual to lead and coordinate and manage our work with Owner Management Companies (OMCs). This role will be central to our effective engagement with OMCs and will involve both a hands-on approach as well as a mentoring role to ensure knowledge and expertise are disseminated throughout the organisation. Respond are committed to ensuring that the people who live in our homes are at the centre of what we do and receive an excellent service as tenants. Our proactive engagement with OMCs is central to this as we deliver an increasing number of Multi-unit developments.To lead Responds engagement with Owner Management Companies (OMCs), either directly acting on Responds behalf as a director (for high demand developments) or through mentoring colleagues in order to build their capacity and expertise in this area. Promote learning & development for colleagues to ensure a broad knowledge base across the housing team leading to a guarantee of competence that Respond & its tenants interests are being met at all times. The successful candidate will lead the appointment of managing agents where appropriate and will be responsible for ensuring a high level of service across Responds multi-unit developments. The OMC & Estates Manager will also undertake risk assessments for new developments, oversee the managing agent estate management services (such as cleaning and grounds maintenance) across all of Responds estates and provide regular progress reports for Senior Management and for Board.Location: Dublin / HybridReporting to: Head of Estate ServicesTerms: Permanent full-time 39 hours per week. The successful candidate must be prepared to work flexible hours that may involve evening and weekend work.Salary: €63,000-€81,000 (Please note that offers are typically made at the beginning to mid-range of the advertised salary, based on skills and experience)Core duties and responsibilities:
- Leading on the appointment and oversight of managing agents for multi-unit developments.
- Managing national contracts for estate management services such as cleaning and landscaping.
- Working with the Health & Safety Manager & Regional management team to ensure estate management inspections are completed.
- Attending AGMs as necessary and representing Respond & tenants’ interests.
- Oversight of audited OMC accounts.
- Review of service charges, audited accounts and budgets whilst ensuring the timely payment of invoices.
- Act as the key point of contact for all OMC’s.
- Conducting assessments of OMCs for new developments.
- Overseeing the management of district heating systems where applicable.
- Leading on tendering for estate services in line with procurement guidelines.
- Developing a training programme for the housing team to ensure all staff are competent to deal with OMCs.
- Conducting risk assessments for existing OMCs and developing risk mitigation procedures.
- Attendance at RTB hearings when required.
- Liaising with solicitors relating to OMC structures for large scale developments & OMC leases where appropriate.
- Linking in with other OMC stakeholders in a collaborative and solution focused manner.
- Oversight of defect works where applicable & responsible for keeping EMT informed of progress.
- Work with the Quality & Performance Manager to develop insightful performance indicators to evidence not only the quantity, but also the impact of pro-active OMC management.
- Maintain an OMC risk register and ensure processes in place to mitigate risks on behalf of Respond and our tenants.
General:

Person Specification:We are seeking an experienced individual with a proven ability to work on their own initiative within a flexible team structure. The successful candidate will possess excellent communication skills and have the capacity to influence and motivate others. Working as part of a team with a friendly and positive approach are essential factors.Qualifications/Experience:3rd level qualification or equivalent in property management along with a PSRA “D” license.Skills/Behaviours:
