Offer Description

ERN-EuroBloodNet, www.eurobloodnet.eu , the European Reference Network dedicated to Rare Hematological Diseases (RHD), currently consists of 96 healthcare-providers from 18 Member States, with important interactions with patient groups covering those conditions. ERN-EuroBloodNet coordination is based at three main hubs: St. Louis Hospital (Paris) especially for the oncological medical direction of the ERN, ERASME Hospital (Brussels) especially for the non-oncological medical direction, and Vall d’Hebron University Hospital- Vall d’Hebron – Institut de Recerca (Barcelona) for the scientific direction.

ERN-EuroBloodNet is developing a strategy around five main axes:

– Facilitate “cross-border care” by identifying gaps in terms of diagnosis and treatment for these rare diseases, with the aim of allowing patients to move to where care exists

– Promote the best care practice, in particular through recommendations and guidelines based on scientific evidence

– Participate in education in rare haematological diseases, for specialists, general practitioners, patients and their families

– Develop inter-professional consultation by sharing of expertise on difficult cases (telemedicine)

– Develop research projects, in particular clinical trials with a European and/or international dimension

APHP manages the overall coordination of the ERN, which has been receiving the continual support of the European Commission through successive Grants since 2017.

In this context, we are looking for a dedicated EU Administrative and Financial Grants Officer based in Paris (St Louis Hospital), capable of multi-tasking and with strong financial skills.

Main responsabilities:

  • Be responsible for the monitoring of the budget of the European Grant provided to the ERN EuroBloodNet (Budget around 3,6 M Euros over 4 years): Prepare budget forecast, follow expenses, and report consumption/deviations to the Project Manager and coordination team; make sure planned expenses are eligible and fall within budget; propose adjustments and transfer between cost categories if necessary; submit and reconcile financial reports to the EC; handle invoices and payments at APHP.
  • Follow budget of EuroBloodNet association, a 1901 Association which aims to help implement, carry out and promote activities of the ERN-EuroBloodNet.
  • Participate in drafting budgets for new proposals and be responsible for the administrative process of submission of grants proposals.
  • Support the ERN team in its day-to-day organization, in particular administrative tasks (reimbursements, organization of meetings and travel arrangements, sending of invitations and management of mailing lists…) and other clerical duties.
  • Management of legal contracts (including with the pharmaceutical industry) and public tenders, under the guidance of Project Manager.
  • Contact with international suppliers and the APHP financial Department

Experiences and Diploma

Required:

  • University degree (Bachelor) in Accounting, Business, European Studies, or management of health organizations, public health, human and social sciences.
  • Fluent (spoken and written) English and French
  • Experience with financial management of projects funded by the European Union
  • Proficiency on Excel (advanced skills) and MS suite
  • An analytical mindset with problem-solving skills
  • Ability to multi-task and prioritize the work
  • Strong time management skills
  • Excellent written and verbal communication skills
  • Strong attention to detail
  • An easy-going person with human qualities, able to interact with a variety of people
