Result of Service
The outcome “Propose the necessary institutional arrangements for the estimation of GHG emissions from the health sector and characterization of vulnerability of health care facilities in Argentina (Outcome #1)” in a joint work with the “Expert on health and mitigation to climate change”. The Expert on adaptation to climate change will lead the following outcomes: No. 1.2: Survey situation status and existing methodology to estimate vulnerability, risk, and resilience in healthcare facilities. No. 1.7: Assessment of vulnerability and adaptation of the selected healthcare facilities. Proposal for improvements. And will be supporting the Expert on health and mitigation to climate change in the execution of the following deliverables: No. 1.3: Identification of relevant stakeholders and institutional arrangements necessary to obtain the information needed to estimate GHG emissions and characterize healthcare facilities in terms of adaptation to climate change. No. 1.4: Evaluation of health care facilities with information that allows the estimation of GHG emissions and their characterization in terms of vulnerability and risk. Proposal for prioritization and scope. No. 1.5: Systematization of information related to sources of GHG emissions, vulnerability, and climate risks of the selected healthcare facilities. No. 1.8: Report of main results and systematization of the workshop presentation of results.

Duties and Responsibilities
The overall objective of ICAT is to support the implementation of domestic monitoring, reporting and verifications (MRV) efforts and goals through country-specific capacity building programs of national stakeholders, provide training on MRV concepts, methods, and tools, including iterative testing and application of ICAT Guide, continued observation of future UNFCCC transparency requirements and development of a road map to sustain ICAT outcomes. The Expert on adaptation to climate change will work in close collaboration with the others national consultants and the Project Manager in order to propose the necessary institutional arrangements for the estimation of GHG emissions from the health sector and a characterization of vulnerability of health care facilities in Argentina. The Expert on adaptation to climate change will work closely with the National Climate Change Directorate (NCCD) and the UNEP-CCC. He/she will be responsible for the survey of the status, stakeholders, and methodology to estimate the vulnerability, risk and resilience of the healthcare system, as well as the proposal of possible improvements. He/she will also work together with the support of national consultants of ICAT Argentina to prepare the deliverables and outputs specified under the outcome “Propose the necessary institutional arrangements for the estimation of GHG emissions from the health sector and characterization of vulnerability of health care facilities in Argentina (Outcome #1)”.
Qualifications/special skills
• A University degree in Environmental Sciences, Engineering, Biology, Agronomy, or other university degree relevant to climate change, environment, and national development is required. • At least 15 years of practical experience in projects related to sustainable development or climate change in Argentina is required. • At least 2 years of previous experience working at national governmental institutions, preferably related to sustainable development or climate change is required. • At least 10 years of experience working in the field of climate change adaptation is required. • Previous experience working on projects related to health and climate change is required. • Understanding of climate change international policy is required. • An understanding of climate change policy within the Government of Argentina and the associated stakeholders is required. • Previous experience in developing adaptation sectorial plans is desired. • Permanent residence in Argentina is required. Key Competencies: • The contractor must possess in-depth knowledge of global climate change policies. Additionally, a strong understanding of Argentina’s climate change laws and policies is essential. Moreover, understanding of theories, concepts, and approaches relevant to climate change adaptation planning is necessary. The consultant should demonstrate the ability to interact with public and private sector officials, and the capability to identify, analyze, and actively participate in resolving issues and problems. This includes the ability to exercise judgment in the given context, plan tasks effectively, and manage conflicting priorities. A sense of pride in one’s work and achievements is crucial. • The consultant is expected to be conscientious and efficient in fulfilling commitments, adhering to deadlines, and delivering results. Motivation should stem from professional rather than personal concerns. Persistence in the face of complex problems or challenges, dealing with large amounts of work and maintaining composure in stressful situations are key attributes. Showing leadership capacities is essential. Furthermore, the contractor should have practical experience using IT tools such as Microsoft Office.
Languages
• Fluency in written and spoken Spanish is required. Knowledge of other United Nations languages (Arabic, Mandarin Chinese, English, French, Russian) is an asset.
